Job Description and Duties
Under the direction of the Enforcement Officer, the incumbent is primarily responsible for completing the most complex review of the Division of Safety of Dams' enforcement efforts.

Department of Water Resources (DWR) was established in 1956 by the California State Legislature. We manage California’s water resources, systems, and infrastructure, including the State Water Project, in a responsible sustainable way.

Desirable Qualifications
This position requires the incumbent have knowledge of engineering practices and in applying these skills towards the Division's enforcement efforts. The incumbent must work cooperatively with Division management and staff, the Department's Office of General Counsel (OGC), the Governor's Office of Emergency Services, dam owners, and engineering consultants.
Must have excellent communication skills, both orally and in writing; and maintain regular, consistent, and predictable attendance. Experience reviewing plans and specifications for civil construction projects. Experience with construction inspections for civil projects. Experience with field inspections of structures like bridges, civil infrastructure, hydraulic structures, tunnels, pipelines, or dams. Experience evaluating or reviewing dam instrumentation data. Experience with performing engineering studies. Experience reviewing engineering reports and memos. Experience preparing engineering reports or memos. Experience giving technical briefing or presentation for civil projects. Experience working with public agencies, engineering consultants, or the general public on civil projects. Experience making engineering calculations. Experience demonstrates general understanding of a dam site (embankment, saddle dam, spillway, outlet, etc.) Experience with dam safety related projects. Experience demonstrates basic familiarity with local, state, or federal regulatory frameworks. Experience demonstrates general knowledge of Water Code or CCRs. Experience demonstrates knowledge of building a case or researching problems. Experience with dealing with difficult situations. Experience working with others. Organizing field trips to dams may be necessary.
This position may serve in one of the sections as established in the Incident Command System to assist the Department in performing its emergency response functions established in the California State Emergency Plan and the Department's Administrative Orders. Maintain consistent and regular attendance. Assignments require some site visits and require driving a vehicle on public roadways or in the field on uneven terrain.
