Job Description and Duties

Under the general direction of the Program Manager II (PM II), the Program Manager I (PM I) plans, directs, and evaluates the work of the Recovery Planning Unit to develop, maintain, and improve statewide recovery planning policies, procedures, and tools. The PM I ensures Interagency Recovery Coordination (IRC), Joint Field Office (JFO) planning integration, and operational support during disaster recovery, while balancing routine workload with short-notice mission tasks. The role includes supervisory responsibility for professional staff, program administration, execution of complex and sensitive emergency management planning assignments to meet State and Federal mandates and branch strategic objectives, and the provision of technical assistance for, and development of, workshops, tabletop exercises, and full-scale exercises that support Recovery Directorate programs and lines of effort.

Advances IRC strategic themes by fostering problem-solving, customer-focused innovation, and planning technical expertise; provides leadership in designing and delivering recovery-focused training and exercise initiatives; maintains accurate unit information (web content/dashboards); produces monthly, quarterly, and annual planning reports; and cultivates partnerships to improve organizational efficiency and operational excellence.

Manages accurate information for monthly updates to the unit webpage and dashboard. Track trends, confirms accuracy of analytics, undertakes department-wide projects, provides quarterly and annual reports on recovery planning outcomes and anticipates the needs of disaster recovery programs and operations. Establishes and maintains relationships with various internal and external stakeholders, promotes organizational efficiency and operational excellence.

In addition, the PM I may be required to perform the same work tasks as subordinate staff, to ensure the mission, goals, and objectives of the unit, division, and branch are met in the most timely and efficient manner.

Working Conditions

This position is located in the Recovery Planning Division in Mather, CA.

Hybrid Telework:
This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

  • Experience identifying emerging program needs, developing innovative solutions, improving organizational processes, measuring program outcomes, and aligning activities with strategic goals and objectives.
  • Demonstrated ability to exercise sound judgment, initiative, flexibility, and resourcefulness while managing competing priorities, short-notice assignments, sensitive issues, and rapidly changing conditions during emergency or disaster operations.
