Job Description and Duties
Only candidates who have already taken and passed the Housing Finance Officer (Rental) exam will be considered.
Under the general direction of the Housing Finance Chief, the Housing Finance Officer (Rental) oversees and supervises the work of the Multifamily Disbursement Team. The incumbent has primary responsibility for reviewing and overseeing the disbursement functions, including efficient processing of multifamily loan draws and disbursements, leading project file management, ensuring the accuracy of the disbursement pipeline and reporting, and reviewing the work of subordinates to maintain compliance with CalHFA guidelines.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience and knowledge of multifamily affordable housing
- Experience with multifamily loan administration and disbursements
- Strong leadership skills
- Good communication & analytical skills
- Ability to build and manage a high-performance team

Working Conditions
Hybrid telework schedules are available. The amount of telework is at CalHFA’s discretion and is based on operational needs. IN-PERSON ATTENDANCE WILL BE REQUIRED WEEKLY.
Our office is in 500 Capitol Mall, a high-rise building conveniently located in downtown Sacramento with access to public transportation (light rail and bus) and freeways (I-5, 99, and Business 80). It is one block from Downtown Commons (DOCO), the Golden 1 Center, and many restaurants. Employees also have free access to the gym located in the building.
Candidates who are new to state service will be placed at the minumum of the salary range.

MULTIFAMILY PROGRAMS DIVISION:
The California Housing Finance Agency's (CalHFA) Multifamily Programs Division provides loans that facilitate the development, and rehabilitation of affordable housing projects by partnering with localities as well as for-profit and nonprofit developers. The Division consists of the Multifamily Lending Section, Asset Management Section, and Administration Section. The Division also leverages or increases the purchasing power of other funding sources, including funds from other state agencies, allocations from the California Debt Limit Allocation Committee (CDLAC), and the California Tax Credit Allocation Committee (CTCAC).

BE LIST ELIGIBLE:
Successfully complete the State civil service exam for the Housing Finance Officer (Rental) classification
OR
BE TRANSFER ELIGIBLE:
Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250)
OR
BE REINSTATEMENT ELIGIBLE:
Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.
