Job Description and Duties
Under the general direction of the Chief of Safety and Security, the Senior Transportation Engineer (Construction Safety and Security Program Manager) is responsible for independently performing the full range of professional journey-level engineering work in construction functions related to the transportation project safety planning and operations. The Construction Safety and Security Program (CSSP) Manager works within the High-Speed Rail Authority (Authority) and externally with industry, federal, state, and local agencies to develop and manage the Authority’s safety program to ensure safe and efficient work zones for delivering the high-speed rail (HSR) system. The CSSP Manager provides high-level guidance, oversight, and technical expertise regarding transportation project construction safety and security matters, including safety program planning, security coordination, emergency preparedness, safety inspections incident investigations, regulatory compliance, and consultation throughout the state. The incumbent is responsible for understanding the Authority’s safety policies, contract provisions for capital contracts, and the California Department of Industrial Relations (DIR) standards and procedures, California Occupational Safety and Health Administration (Cal/OSHA) standards and procedures, and California Code of Regulations, Title 8 (CCR Title 8). The incumbent defines and reinforces a culture of safety on the Authority’s construction sites and makes recommendations for continuous improvement in conjunction with the Authority, its consultants, and contracted entities.

Working Conditions
Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Desirable Qualifications
- Experience overseeing safety and security programs on large transportation, rail. Infrastructure, or construction projects.
- Knowledge of FRA regulations, guidance, and management principles.
- Experience developing executive-level reports, performance metrics, and risk-based recommendations.
- Working knowledge of contract provisions for capital contracts, DIR standards and procedures, Cal/OSHA standard and procedures, and CCR Title 8.
- Strong written and oral communication skills.
- Ability to exercise a high degree of initiative, flexibility, judgment, and confidentiality.
- Ability to provide technical oversight of state staff, vendors, and contractors in the areas of safety and security for a transportation or rail program.
- Ability to operate independently, but with the judgment to know when to ask for assistance and guidance from a supervisor or colleague.
- Dependable, punctual, excellent attendance.
- Knowledge of the Authority’s organization, operations, and relevant policy issues.
- Ability to prepare correspondence that includes recommendations for effective courses of action.
- Experience identifying, assessing, and mitigating safety risks on transportation or railroad infrastructure projects through engineering analysis, field inspections, and implementation of corrective actions.
- Experience implementing or overseeing construction safety programs, risk management initiatives, safety policies and procedures, and other similar safety programs.
- Experience conducting inspections and investigations to ensure compliance with applicable laws and regulations.
- Exercise good judgment and calm professionalism in all situations.

We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop.
