Public Safety Communications (PSC), Microwave Engineering Division, CAPSNET Access unit, is responsible for a wide array of engineering activities and services related to the public safety communications systems engineering and design for public safety agencies, including both state and non-state entities, operating within the State of California.
Under the direction of a Senior Telecommunications Engineer, the Electrical Engineer assists the Associate and Senior engineers in telecommunications engineering work in connection with design, installation, maintenance and operation of statewide telecommunications systems.
In large system implementations, the incumbent assists engineering lead persons. Participates in developing technical reports and equipment selection criteria; providing project cost estimates for parts and labor; and notifying the supervisor of risks to project budget, schedule, or scope. Additionally, the incumbent ensures engineering services for public safety communications meet the critical operational requirements of the state.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The Public Safety Communications (PSC) Technical Services Branch provides a variety of services to PSC and the public safety agencies it serves. The Branch oversees the California Public Safety Microwave Network (CAPSNET), licensing of public safety radio spectrum with the FCC, and a host of ancillary services that support PSC’s service delivery.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Experience or knowledge of telecommunications or networking equipment and the documenting and/or coordinating installation thereof.

  2. Familiarity and/or ability with the following concepts:

    a. DC Power systems.
    b. Experience planning or implementing radio telecom systems.
    c. Lab/troubleshooting experience with radio or networking equipment.
    d. Site investigation and documentation for equipment installations.

  3. Experience successfully using oral and written communications skills to present and/or create test reports and/or produce step-by-step instructions for installations of electronics equipment; preferably, but not limited to, radio, telecom, or IP devices.

  4. Ability to be an effective contributor on multi-disciplinary collaborative projects.
