Job Description and Duties

In coordination with the SOC Director and SOC Deputy Directors for the Planning/Intel Section, and the Logistics and Finance/Administration Sections, this position provides leadership to the Permanent Incident Support Team within the ICS structure, which is utilized to respond to emergencies and disasters within California. Under the general direction of the SOC Director (PM III), this position is responsible for a wide range of tasks including, but not limited to, developing and implementing strategies and tactics to achieve the incident objectives, coordinating with state and federal agencies, providing guidance, and supporting the response efforts of other state agencies. Additionally, this position may entail leading or being a part of special projects, various task forces, and SOC-wide projects/initiatives.

Working Conditions
In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.
DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Department Information
Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. Our goal is to ensure response teams and liaisons are equipped with the right tools to successfully support disaster response coordination across the regions and state.
The current State Operations Center (SOC) at the California Governor’s Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
- Demonstrated experience leading complex emergency management, public safety, homeland security, or operational programs at the local, state, federal, military, or private-sector level.
- Experience managing managers and/or supervisors in a large, multidisciplinary organization, including responsibility for workforce development, performance management, and succession planning.
- Knowledge of the Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), and Incident Command System (ICS) and their application during emergency response operations.
- Experience providing oversight of emergency operations centers, coordination centers, or incident management organizations during planned events, disasters, or emergencies.
- Demonstrated ability to establish strategic priorities, allocated resources, and make risk-informed decisions in dynamic and high-pressure environments.
- Experience coordinating with executive leadership and governmental agencies to achieve organizational objectives.
- Strong written and verbal communication skills, including experience preparing executive briefings, policy recommendations, operational updates, and strategic plans.
- Experience developing and implementing organizational policies, procedures, operational plans, or readiness initiatives that improved program effectiveness and operational capability.
- Demonstrated ability to lead organizational change, manage competing priorities, and foster a culture of accountability, collaboration, and continuous improvement.
- Experience managing large-scale preparedness, response, recovery, or continuity programs, including personnel, budget, and resource management responsibilities.
