Job Description and Duties

Under the general direction of the Assistant Division Chief (Health Program Manager III), the Health Data Research Scientist Staff serves as a senior technical lead within the Health Policy and Data Division (HPDD). The incumbent independently plans, organizes, and leads complex healthcare analytics, research, evaluation, and business intelligence initiatives that support strategic planning, healthcare affordability, purchasing strategies, program evaluation, and operational decision-making.

The incumbent analyzes large and complex healthcare datasets, including medical, pharmacy, provider, enrollment, quality, financial, and population health data, to identify trends, opportunities, risks, and emerging issues affecting CalPERS health programs. The position develops actionable insights, recommendations, dashboards, reports, and data visualizations that support executive decision-making and organizational priorities.

The position provides technical leadership on complex analytical projects; mentors and develops analytical staff; establishes best practices for analytics, reporting, and business intelligence; and ensures the quality and integrity of analytical products. The incumbent identifies opportunities to improve analytics, reporting, business processes, and the use of emerging technologies, including artificial intelligence, to support more effective decision-making.

The position leads cross-functional initiatives, collaborates with internal and external stakeholders, oversees work performed by consultants, contractors, vendors, and external partners, and may act on behalf of the Assistant Division Chief (Health Program Manager III) for designated projects, meetings, workgroups, and special initiatives.


Telework Information
This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship. CalPERS does not participate in E-Verify for employment authorization purposes.

Effective October 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3.5 percent reduction in pay in exchange for 6 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3.5 percent reduction in pay.
