Job Description and Duties

Under the supervision of the Chief of the Office of Specialty Investigations at Structure Maintenance and Investigations (SM&I), the incumbent is required to: (1) plan, prepare, perform, report, oversee and direct the safety inspections and evaluations of in-service highway tunnels on the state or local highway networks in accordance with the federal regulation in 23 CFR Part 650 Subpart E National Tunnel Inspection Standards (NTIS), focusing primarily on the electrical and electronic systems and the electrical and electronic components of other functional systems, and (2) receive work assignments from and provide assistance to the Tunnel Inspection Branch Chief, who has overall responsibility for the inspection program, with any delegated duties and/or aspects of the program.
The incumbent may also be required to plan, prepare, perform, report, oversee and direct the safety inspections and evaluations of in-service highway movable bridges on the state or local highway networks in accordance with the federal regulation in 23 CFR Part 650 Subpart C National Bridge Inspection Standards (NBIS), focusing primarily on the electrical and electronic systems and the electrical and electronic components of other functional systems.

Working Conditions

Position located on 1881 Alhambra Blvd, Sacramento.

The work is split approximately 50-50 between various field locations throughout California and an office base of operation, which may include telework. The time allocated to the field and office activities is dictated by the workload and is expected to fluctuate. The incumbent will be required to travel from their headquarters location to the field work locations for day or overnight trips for up to 2 weeks per month. The incumbent must be able to travel by driving a state vehicle or by using commercial transportation. While in the office, the incumbent will be required to work in a climate-controlled environment under artificial lighting. While in the field, the incumbent will be required to work outdoors, day or night, near highway traffic with or without lane closures, and may encounter the following environments and entities: sun, heat, cold, rain, sleet, snow, fog, wind, noise, dust, dirt, trash, exhaust gases, aerially-deposited lead, lead contained in the paint and primer coatings of tunnel and bridge elements, chemicals, contaminated ground and water, unregulated human encampments, animals (such as snakes, birds, bats, spiders and rats) and their droppings, plants (such as poison oak, ivy and vines), mechanical system components (such as motors, fans, pumps, generators, belts, gears and piping), electrical system components (such as motors, panels, switchboards, transfer switches, lights and conduit), various structural and terrain features that exist in and around the tunnels and bridges (such as underground bores and plenums, sumps, confined spaces, steps, stairs, uneven surfaces, elevation breaks, waterways and heights), and a variety of sometimes extreme weather conditions and climates that occur in California.


This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
