Job Description and Duties

Under the general direction of the Housing Finance Chief, the Housing Finance Officer (Rental) oversees and supervises the work of the deal team in origination, underwriting, and presentations of affordable multifamily loans from the various CalHFA programs to the Senior Loan Committee and CalHFA Board of Directors. Upon loan approval, the Officer also oversees the closing of the loan, monitoring of the loan during the construction period, and ultimately successful transfer of the loan to Asset Management.

To be considered for this position, candidate MUST meet the minimum qualifications as below and take the examination (Exam Code: EX-4182) for the Housing Finance Officer (Rental) classification.

Minimum Qualifications (Requirements for Admittance to the Exam)


Either I
Experience: One year of experience in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Specialist.
Or II
Experience: Five years of mortgage loan experience, including one year of responsibility at the management level in a commercial bank, mortgage bank, savings and loan association, State housing finance agency, or in a closely related institution, one year of which must have involved multiunit mortgage loan experience. (A Master's Degree in Planning, Economics, Business, Government, Finance, or a related field may be substituted for one year of the required experience.)

AND
Education: Equivalent to graduation from college, preferably in planning, economics, business, government, finance, or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Working Conditions

Hybrid telework schedules are available. The amount of telework is at CalHFA’s discretion and is based on operational needs. IN-PERSON ATTENDANCE WILL BE REQUIRED WEEKLY.

Our office is in 500 Capitol Mall, a high-rise building conveniently located in downtown Sacramento with access to public transportation (light rail and bus) and freeways (I-5, 99, and Business 80). It is one block from Downtown Commons (DOCO), the Golden 1 Center, and many restaurants. Employees also have free access to the gym located in the building.

The Multifamily Programs Division provides loans that facilitate the development, and rehabilitation of affordable housing projects by partnering with localities as well as for-profit and nonprofit developers. The Multifamily Division consists of the Multifamily Lending Section and Asset Management Section. The Multifamily Programs Division also leverages or increases the purchasing power of, other funding sources, including funds from other state agencies, allocations from the California Debt Limit Allocation Committee (CDLAC), and the California Tax Credit Allocation Committee (CTCAC).
