The Job


The office of the Assessor-Recorder-County Clerk is recruiting for Supervising Title Transfer Technician to supervise technical and clerical staff performing a variety of duties related to Assessment Services. Essential duties include supervising, training, and assigning work; coordinating work with other department units; developing and revising procedures; and resolving the most difficult public inquiries.

CONDITIONS OF EMPLOYMENT
Travel: A valid California Class C Driver License may be required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening; candidates selected for law enforcement departments, public safety positions, or positions where legally required, must pass a more stringent background check.

Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Minimum Requirements

CANDIDATES MUST MEET THE FOLLOWING REQUIREMENT:
Must possess three (3) years of journey-level technical experience interpreting legal descriptions of real property involving title transfer transactions. Experience must include interpreting and explaining California Revenue and Taxation Code regarding change in ownership, exclusions, and/or exemptions of real property. Experience must also include two (2) years of lead or supervisory experience.

IMPORTANT NOTES:
Supervisory/lead experience may be included in the journey-level technical experience or in addition to if obtained through other employment.

Desired Qualifications

The ideal candidate will have:

  • Excellent supervisory skills in order to lead and develop a collaborative team.
  • Experience researching, analyzing and interpreting property tax laws and legal documents relating to change in ownership.
  • Ability to work independently and make effective decisions.
  • Ability to perform accurate and efficient mathematical computations including addition, subtraction, multiplication, division, percentages, and ratios.
  • Outstanding communication skills.
