The San Bernardino County Special Districts Department is seeking a dynamic and experienced leader to serve as Regional Manager - Desert Districts Operations*, overseeing operations, public facilities, and infrastructure services across multiple Special District service areas, including CSA 20 (Joshua Tree), CSA 29 (Lucerne Valley), and the County’s Television Districts. This role provides an exciting opportunity to support essential services and enhance quality of life for residents across diverse desert communities.
Under general administrative direction, the Regional Manager is responsible for the overall management of district operations, including community facilities, parks and recreation assets, cemetery coordination where applicable, and television translator infrastructure. The position also oversees contract administration, budget development, capital improvement planning, vendor performance, public engagement, and staff supervision.
Serving as the primary operational lead, the Regional Manager ensures reliable service delivery, regulatory compliance, and sound fiscal management while maintaining a strong focus on responsiveness to community needs. This role requires independent judgment, adaptability, and a commitment to providing high-quality, efficient services across geographically dispersed service areas.

DISTRICT OVERVIEW
CSA 20 – Joshua Tree
CSA 20 provides district services within Joshua Tree, including park and recreation services, street lighting, and community facility operations. Through historical district consolidation, CSA 20 also serves as the successor agency for previously dissolved local districts and supports continued service delivery and capital planning for community assets.
CSA 29 – Lucerne Valley
CSA 29 provides district services within Lucerne Valley, including park and recreation facilities, cemetery services, and television-related services. The district’s powers were expanded to consolidate multiple community service functions and improve local service coordination.
Television Districts
The Television Districts provide television translator station facilities and services to multiple desert communities, including Morongo Valley, Lucerne Valley, Landers, Flamingo Heights, Wonder Valley, and other high desert areas.
These districts include County-owned tower infrastructure, translator equipment, contracted service providers, and tax-supported improvement zones established specifically to deliver reliable television access where private service options are limited.KEY ROLES & RESPONSIBILITIES
District Operations & Infrastructure Management- Oversee daily operations across CSA 20, CSA 29, and Television Districts, including staff, facilities, parks, and infrastructure
- Manage maintenance, repairs, inspections, and capital improvement needs for district assets
- Supervise television translator facilities, towers, and related operational systems
Television District Operations- Ensure continuity and performance of TV translator services across assigned areas
- Manage vendor contracts, maintenance services, and infrastructure planning for tower systems
- Coordinate outage response, monitor service quality, and address community concerns
Budget, Assessments & Financial Oversight- Develop and manage operating and capital budgets for multiple districts
- Monitor assessments, expenditures, reserves, and contract performance
- Provide fiscal planning, funding strategies, and long-term sustainability recommendations
Capital Planning & Projects- Lead long-range planning for facilities, parks, lighting, and infrastructure improvements
- Oversee project delivery including design, procurement, and construction
- Manage consultants, vendors, and modernization or deferred maintenance efforts
Community & Board Engagement- Represent districts at community meetings and support Board-related discussions
- Respond to public inquiries, service requests, and operational concerns
- Prepare reports, presentations, and recommendations for leadership
Staff Leadership- Supervise and support field and administrative staff across district operations
- Provide performance management, training, and professional development
- Promote strong customer service, accountability, and operational standards

Applicants must meet all of the following requirements:
Education:
A Bachelor’s Degree in Public Administration, Business Administration, Facilities Management, Recreation Administration, or a closely related field.
Experience:
Four (4) years of progressively responsible experience in youth sports/recreation, municipal services, special districts, public infrastructure, facilities operations, public works, parks, or related government operations, including at least two (2) years in a supervisory or management capacity.
A combination of relevant education, experience, and training that provides the necessary knowledge and skills may be considered. Desired Qualifications
