A Facilities Supervising Project Manager directs and oversees modernization, minor capital improvement, and deferred maintenance projects for County facilities. The incumbent provides high-level program oversight, supervises project management staff, ensures fiscal accountability, and resolves complex issues that may impact project scope, schedule, or budget.
Examples of Duties:
- Directs, develops, analyzes, and oversees minor capital improvement, and deferred maintenance projects from concept through completion, ensuring compliance with County standards, policies, and applicable regulations.
- Supervises and mentors Project Managers and related staff; assigns, reviews, and evaluates work; provides guidance, training, and performance feedback.
- Provides account management to internal County departments; evaluates facility needs and recommends cost-effective and operationally sound solutions.
- Oversees preparation of cost estimates, project budgets, spending plans, and fiscal controls; monitors project expenditures and ensures adherence to approved budgets and funding sources.
- Reviews and evaluates project scope, schedules, specifications, and construction documents; determines and implements corrective actions when issues arise.
- Manages Board-approved projects; analyzes impacts to major maintenance programs, equipment needs, and inspections.
- Directs preparation and presentation of written and oral reports, including Board Agenda Items and executive briefings, regarding project scope, schedule, budget, and risk factors.
- Coordinates with Facilities Management, custodial operations, administrators, contractors, consultants, and other County departments to ensure successful project delivery.
- Utilizes logic and sound reasoning to assess risks, evaluate alternative solutions, and resolve complex project challenges.
- Maintains a hands-on leadership approach and is willing to assist the team in field construction situations when necessary.
- Ensures compliance with applicable safety standards, building codes, ADA requirements, and industry best practices.

The Project & Facilities Management Department (PFMD) is a multi-disciplined department of professionals providing San Bernardino County with comprehensive building and facilities services. The department builds and maintains the majority of the County's vast infrastructure, which includes over 250 facilities. Several key departments served include Arrowhead Regional Medical Center, Fire District, Sheriff, Probation, Regional Parks, County Administrative Offices, Library, Museum, and many more!
The Facilities Management team, comprised of over 125 dedicated staff, oversees the operations of maintenance, landscaping, and custodial services for most County-owned facilities. The team is committed to the timely and cost-effective design and construction of projects included in the County’s Minor Capital Improvement Program. Additionally, the team provides quality improvements that ensure safe, functional, and well-maintained environments for County departments and the public they serve.
The Facilities Management team are forward thinkers who seek innovative solutions to improve processes, deliver high-quality services, and develop meaningful relationships with customers. Our hands-on approach includes performing routine site inspections of County-owned facilities to identify deferred maintenance issues before they escalate, creating a proactive strategy to address minor capital improvement needs. The team maintains an independent and self-motivated approach overseeing inspection and project delivery from concept through completion.

- REQUIRED EXPERIENCE: Five (5) years of professional project management experience overseeing deferred maintenance projects or similar capital improvement work. At least two (2) of the required years must have been at the senior level with responsibility for supervising or leading staff. Experience may be concurrent.
-AND-REQUIRED EDUCATION: A bachelor's degree or equivalent in Project Management, Construction Management, Architecture, Engineering, or a closely related field.
Education Substitution: An additional two (2) years of qualifying experience as described above may substitute for the required education. Desired Qualifications

The ideal candidate will possess extensive experience overseeing minor capital improvement projects for public agencies—particularly deferred maintenance—from initial planning through project completion. A strong background in construction management and building inspection is highly preferred.
