The Job
- Enterprise Programmer Analysts - Data and Analytics* (EPAs) perform complex and advanced business systems analysis and database, application, data pipeline, programming and analytic reporting architecture and development. This position assumes a leadership role in architecting and developing enterprise data platforms, data frameworks and solutions for departments and serves as an integral part of the change management process.The EPA - Data and Analytics position(s) are experts at:
- Acting as the Lead Architect who mentors subordinate staff with technical blueprinting and data initiatives which may result in the selection of third-party software or coordinating development of custom-built application and data solutions for data initiatives, in accordance with data lifecycle management.
- Architecting data solutions that deliver value to customers, taking into consideration project budget, scalability, business continuity, standard practices, licensing, county policies, cross-department regulations, and potential impacts to countywide infrastructure.
- Data frameworks, data architecture, and practices that take into consideration multi-department, multi-agency, and multi-system requirements, security, and data recovery.
- Developing specialized solutions that enhance data sharing across departments; promoting collaborative infrastructure and providing geographic context for countywide strategic initiatives and decision-making.
- Architecting and creating reports and dashboards, data pipelines, and advanced data concepts such as data warehousing, ETL, ELT, and being an expert on BI platforms such as Power BI, ArcGIS Online, and Tableau.
- Providing subject matter expertise when collaborating with technical and business personnel across all departments in the maintenance and support of hardware and software, along with the interactivity and interfaces between those businesses and applications.
- Integrating Artificial Intelligence technology into data solutions and the data technology stack.

Four (4) years of full-time equivalent experience working in a data engineering or data integration role building data products and solutions, implementing and managing data warehouses, software development, performing business systems analysis, architecting, and project planning for the purpose of developing business applications, data pipelines and business intelligence solutions..

REQUIRED LEADERSHIP EXPERIENCE:Must include a minimum of two (2) years working as a project leader for large-scale data platform implementations, data migrations, data conversions, data quality, data integration or data management projects. Experience must also include the use of a systems development methodology (Agile/Waterfall methodologies).
REQUQIRED EDUCATION:
Sixty (60) semester (90 quarter) units of completed college-level courses from an accredited college or university in data management, data science, programming, computer science, software engineering, information systems, or a related field.
Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.
Degree/College Coursework completed outside of the U.S.
Qualifying degrees must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency. Desired Qualifications
A bachelor's degree in data management, data science, business analytics, programming, computer science, software engineering, information systems, or a closely related field is preferred. Candidates with experience working with large information technology infrastructures are strongly encouraged to apply.
