Summary
The Enterprise ArcGIS Administrator is responsible for leading the design, administration, security and operational reliability of the organization’s enterprise GIS ecosystem, including Enterprise ArcGIS Enterprise and ArcGIS Online. This role supports a large, multi‑user and multi machine environment by managing system performance, authentication integrations, upgrades, and security while ensuring the availability and stability of all GIS services and applications. This role will oversee monitoring, automation, WebGISDR backup/restore procedures, and coordinates closely with server, database, and network teams.
The ideal candidate brings 5 to 8+ years of progressive ArcGIS administration experience, strong knowledge of Windows Server environments, and familiarity with enterprise geodatabases, especially in Oracle. Additional experience with scripting (Python/PowerShell), SQL Server, Utility Network, and other Esri tools such as ArcGIS Pro, REST Admin interfaces, and ArcGIS Earth is highly valuable.
This position is within the ITS Enterprise Spatial & Mobility Solutions (ES&MS) team. The team is responsible for supporting SRP’s on-premise and cloud GIS and CAD platforms, including the development, configuration, and support of departmental and enterprise geo-spatial software solutions. The ES&MS solutions portfolio includes over 30 different custom GIS software applications and over 20 GIS integrations (Maximo, SAP, AZ811, etc.).

The selected ES&MS Manager will assist with leading a team of GIS analysts and software developers, as they develop and support solutions that are aligned with SRP’s corporate objectives.
What You'll Do
- Administer, configure, manage and maintain ArcGIS Enterprise and ArcGIS Online environments.
- Provide web GIS support, including troubleshooting services, applications, map publishing, and performance issues.
- Manage and monitor Windows Server environments including IIS, patching, and general system administration tasks.
- Implement and maintain infrastructure monitoring for performance, health, and availability.
- Manage and automate WebGISDR backup/restore processes for system resiliency.
- Lead system upgrades, migrations, and environment refreshes (Dev/Test/Prod).
- Configure and support authentication systems including Integrated Windows Authentication (IWA) and SAML.
- Work with administration tools such as REST Admin, Server Manager, and Portal Admin.
- Collaborate with database, network, and security teams to support enterprise‑scale GIS operations.
- Support additional Esri tools and applications such as ArcGIS Pro and ArcGIS Earth.
Education
Experience
• For a Level 3 (Senior), a minimum of five years of related experience is required (if no degree, nine years of relevant experience or equivalent combination of education and related experience totaling nine years).
- 5 to 8+ years of progressive ArcGIS administration experience with ArcGIS Enterprise and ArcGIS Online.
- Experience supporting web GIS, including service publishing, performance tuning, and troubleshooting.
- Hands‑on experience with Windows Server administration.
- Experience managing and monitoring enterprise‑level ArcGIS deployments with many users.
- Knowledge of ArcGIS Pro, ArcGIS Server Manager, Portal Admin, and REST Admin interfaces.
- Experience with Oracle databases preferred; SQL Server is a plus.
- Experience with Oracle Spatial and SDE enterprise geodatabases in Oracle.
- Nice to have: Familiarity with ArcGIS Earth.
- Nice to have: experience with Utility Network.
- Nice to have: strong scripting experience using Python or PowerShell.
Additional Requirements and Qualifications
- Strong understanding of enterprise GIS architecture, patterns, and best practices.
- Ability to manage a large, multi-user enterprise environment with high performance, reliability, and security expectations.
- Capability to identify and resolve complex GIS, server, authentication, and database issues.
- Proficiency with automation and scripting (Python, PowerShell preferred).
- Knowledge of authentication frameworks (IWA, SAML) in enterprise environments.
- Strong collaboration skills to work effectively with cross‑functional IT teams.
- Ability to plan and execute enterprise upgrades, migrations, and system lifecycle management with minimal downtime.
- Experience monitoring and optimizing system performance, capacity, and service stability.
Hybrid Workplace
SRP currently offers a hybrid workplace, which allows employees whose jobs can be performed remotely, and who have sufficient technical capability, to telework up to three days per week. Although teleworking is available, all employees must live and work in Arizona.
