The Biloxi Housing Authority (BHA) is seeking an experienced, mission-driven Director of Housing Operations to lead their housing operations and Resident Services programs. This senior leadership role is ideal for a visionary professional who combines operational excellence with a deep commitment to equitable, affordable housing.
The Director of Housing Operations oversees multiple programs, including Housing Choice Voucher (HCV), Rental Assistance Demonstration (RAD), Veterans Affairs Supportive Housing (VASH), and Property Management, ensuring that all operations run efficiently, effectively, and in compliance with federal, state, and local regulations.
As a key member of the senior leadership team, you will work closely with the Executive Director to shape and advance strategic housing initiatives that improve the lives of residents and strengthen the community.
Key Responsibilities
- Leadership & Management: Directs, coaches, and inspires a high-performing team. Assigns, reviews, and evaluates work; promotes accountability; and ensures staff development and engagement.
- Program Oversight: Manages all aspects of Property Management, HCV, RAD, VASH, and Resident Services programs to ensure quality, compliance, and service excellence.
- Strategic Planning: Partners with senior leadership to execute BHA’s vision through data-driven goals and initiatives. Optimizes use of resources to support long-term organizational priorities.
- Compliance & Quality Control: Monitors program operations to ensure adherence to HUD, state, and local regulations and standards.
- Policy & Systems Improvement: Analyzes existing processes and recommends improvements that enhances efficiency, reduces costs, and maintains high levels of resident satisfaction.
- Resident Engagement: Oversees Resident Services initiatives that addresses resident needs and promotes self-sufficiency, wellness, and community involvement.
- Community Relations: Represents BHA at public meetings and maintains strong relationships with residents, community groups, and government partners.
- Continuous Learning: Stays informed of affordable housing developments, legislation, and best practices in public housing operations and policy.
Required Education & Experience
Bachelor’s degree in Public Administration, Business Administration, or closely related field, with seven (7) years of progressively responsible experience in property management or affordable housing, including five (5) years in a leadership role. Public Housing Management (PHM) or equivalent certification preferred. An equivalent combination of education and experience may be considered.

- Deep understanding of public housing operations, including RAD, LIHTC, and HCV programs.
- Strong knowledge of federal, state, and local housing laws and HUD regulations.
- Proven ability to lead diverse teams, manage budgets, and drive performance improvement.
- Exceptional analytical, organizational, and communication skills.
- Demonstrated proficiency in Microsoft Office Suite and housing management software.
- Ability to balance strategic vision with operational execution and maintain professionalism under pressure.

Compensation: The salary range for this position is between $76,800 to $119,000 commensurate with experience.
