Information Technology is a unified organization comprised of various departments which collaborate effectively to deliver high quality technology solutions. The Billing Modernization team, resides within the Customer Systems & Solutions (CSS) group and is part of the Product & Enterprise Platforms group that supports IT projects, operations, risks & compliance. This team is in the midst of a large customer transformation journey with a main emphasis of modernizing and re-architecting our Billing and rates platforms.
Position Summary
PG&E is seeking a Principal IT Program Manager to lead cutover planning and execution for our multi-phased Billing Modernization transformation Programs including the upgrade of our CC&B (Customer Care and Billing) Platform and our move towards a Unified Customer to Meter (C2M) system for all our Customer Billing Services.
The Principal Program Manager will align to the Enterprise PMO (Program Management Office) group within the IT and Customer organization, fostering a standard practice that is both holistic and distributed. By standardizing tools, delineating clear deliverables, and enhancing governance protocols, the role aims to expedite delivery of initiatives, fostering an environment where standardization and reuse are the norm. Accountability and ownership are key tenets, as Principal Program Manager will be empowered to take full responsibility for the execution of initiatives on the Billing technology roadmaps. Maintaining robust relationships with IT Sourcing, IT Enterprise PMO, IT architects, Business Architects, IT delivery leads, and Functional Area leads will be essential for the Principal Program Manager to ensure cohesive and strategic alignment of projects. This collaboration is vital for the alignment of work with the True North Strategy (TNS) and the associated value streams, propelling the organization's objectives forward. This role calls for a leader who is not only technically adept but also a strategic thinker, a driver for change, and a mentor who will execute in the delivery of systems that aid in a landscape of standardized and rationalized Customer IT platforms.
This position manages all aspects of program planning and execution. Position will handle budget forecast & monitoring, running requests for proposals, contracting with vendors, internal and external stakeholder engagement, providing direction to and managing consultants and vendors, creatively solving emergent issues, and reporting out on status. These responsibilities will be performed in accordance with PG&E’s vision and values.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. We would not anticipate that the individual hired into this role would land at or near the top half of the range described below, but the decision will be dependent on the facts and circumstances of each case.
Pay range is: $140,000.00 - $207,900.00
Reporting Relationship
This position will report to the Senior Director of Customer Systems and Solutions and will manage Solutions Architecture for PG&E’s multi-phased Billing Modernization transformation program. These responsibilities will be performed in accordance with PG&E’s vision and values.
This position will be based at PG&E headquarters in Oakland, California with the expectation of being in-person at least two days per week.
Job Responsibilities
Program Management & Cutover Planning
- Develop and manage the budget, metrics/KPI reporting, and day-to-day implementation activities
- Develop and maintain the integrated cutover plan, sequencing technical, data, and business activities.
- Lead mock cutovers, readiness checkpoints, and go-live execution.
- Manage cutover command center operations during go-live, including issue triage and escalation.
Program Reporting & Agile Delivery Support
- Project Reporting – establish lean practices and reporting, including but not limited to daily, weekly and monthly operating reviews, monthly progress reports, and the project close out reports
- Partner with the system integrator to align cutover with the overall CC&B or C2M program plans, adhering to Fit-to-Standard and Clean Core principles.
- Support Agile ceremonies and planning events (PI Planning, retrospectives, backlog refinement, stand-ups).
- Contribute to testing cycles (SIT, UAT) and ensure alignment with cutover milestones.
Vendor Management
- Manage competitive procurement process including solicitation and evaluation of bids; define and manage vendor deliverables to schedule and budget
Stakeholder Engagement
- Cross-functional Collaboration – facilitate internal and external stakeholder activities necessary to support implementation, understand barriers, and identify / implement solutions
- Works with all levels of management and senior leadership across functions to influence decisions
- Serve as the primary liaison between PG&E teams and the system integrator for all cutover-related activities.
- Build strong relationships with connected application owners, infrastructure teams, and business leads.
- Provide regular updates to stakeholders and leadership on cutover progress, risks, and readiness.
System Landscape & Integration
- Understand PG&E’s Customer Billing system landscape and integration points to manage dependencies and downtime windows.
- Coordinate with technical teams to ensure alignment across environments and transport paths.
Data Migration Oversight
- Collaborate with data migration teams to ensure accurate data loads, validations, and reconciliations.
- Support integration of data migration activities into the overall cutover timeline.
Risk & Issue Management
- Identify and mitigate cutover risks early through proactive planning and stakeholder engagement.
- Maintain risk logs, issue trackers, and escalation protocols.

Qualifications
Minimum:
- B.A./B.S. in Computer Science, Information Systems, Business Administration, or equivalent field/work experience
- 10 years job-related experience or equivalent within a company, being responsible for project planning, project financials, project execution, and client relationship work.
Desired:
- M.A./M.S. in computer science, information systems, business administration, or equivalent field/work experience
- PMI-Project Management Institute PMP-Project Management Professional certification
- Experience in leading large cross-functional teams and programs in CIS and Customer Billing Re-Architecture and re-engineering preferably Oracle CC&B or C2M
- Experience in managing large technical teams
