Oregon State University-Cascades is seeking an Interim Director of Facilities, Operations and Campus Development. This is a full-time (1.00 FTE), 12-month, professional faculty position.


This position is located in Bend, Oregon.

The interim Director of Facilities, Operations and Campus Development oversees the maintenance, operations, planning, construction, renewal, and stewardship of OSU-Cascades’ physical grounds, facilities, utility systems, campus development and some real estate assets. The Interim Director of Facilities, Operations, and Campus Development reports to the OSU-Cascades Chief Business Officer and provides strategic leadership and oversight for these functions, in association with the Chief Business Officer, during a period of organizational transition.

This interim position advances short- and long-range strategies aligned with the OSU-Cascades Strategic Plan, ensuring effective, efficient, and compliant delivery of facilities, operations, capital programs, and campus development initiatives. The role is responsible for maintaining continuity of operations and capital efforts while setting priorities, allocating resources, and establishing performance standards across multiple functional areas in collaboration with the Chief Business Officer.

The Interim Director leads organizational structure and directs managers responsible for facilities operations, capital planning, and development functions. The position advises the Chief Business Officer and other executive leadership on facilities strategy, capital investments, and campus development opportunities, including the Innovation District, while supporting a smooth transition to permanent leadership.

This role collaborates closely with university leadership, faculty, staff, public agencies, and private partners, in collaboration with the Chief Business Officer, to advance institutional goals, maintain momentum on key initiatives, and ensure alignment between campus development, infrastructure, and long-range planning efforts.

Key Responsibilities
22% Leadership, Administration, and Organizational Oversight
  • Support existing strategic direction, goals, and performance standards for facilities, operations, capital planning, and real estate development functions.
  • Participate as a member of the leadership team, with participation in shaping institutional strategy and long-term campus development.
  • Direct organizational structure and supervise managers responsible for facilities, operations, and development functions, including hiring, performance management, and staff development.
  • Develop and manage budgets, allocate resources, and support priorities across multiple programs and functional areas.
  • May establish policies, procedures, systems, and performance metrics to support operational excellence, accountability, and continuous improvement.
20% Facilities & Operations Oversight
  • Provide overall leadership and oversight of facilities maintenance, operations, and utility systems to ensure reliable, efficient, and high-quality service delivery supporting the campus mission.
  • Ensure implementation of asset management strategies, lifecycle planning, and long-term stewardship of university facilities and infrastructure.
  • Oversee development and application of operational standards, performance expectations, and service delivery models.

20% Campus, Real Estate & Innovation District Development
  • Provide strategic leadership and oversight of the campus real estate portfolio and development initiatives, including the Innovation District closely collaborating with the office of real property.
  • Lead development strategy, partnerships, and implementation frameworks to support mixed-use, academic, and private development aligned with institutional priorities.
  • Oversee developer selection processes, negotiation of development agreements, and long-term partnership management.
  • Ensure integration of real estate development with campus infrastructure, utilities, and long-range planning efforts.
  • Advise executive leadership on development opportunities, financial structures, market considerations, and associated risks
18% Capital Planning & Program Oversight
  • Oversee the university’s capital program, ensuring alignment with strategic priorities, financial constraints, and long-term campus development goals.
  • Establish and support senior/executive leadership in establishing capital project priorities, delivery strategies, and risk management approaches.
  • Provide executive oversight of project teams, consultants, and contractors to ensure projects meet performance expectations for scope, budget, schedule, and quality.
  • Ensure capital investments support institutional growth, operational efficiency, and student success outcomes.
10% Stakeholder Engagement & External Relations
  • Develop and maintain relationships with internal and external stakeholders, including university leadership, public agencies, private partners, and community organizations.
  • Lead or support senior/executive leadership with leading negotiation, collaboration, and conflict resolution on complex initiatives and development projects.
  • Represent OSU-Cascades in regional and state partnerships that support facilities, infrastructure, and real estate development objectives.
5% Compliance, Risk Management, and Executive Advising
  • Ensure compliance with university policies and applicable state and federal regulations and maintain appropriate internal controls.
  • Establish risk management frameworks and performance monitoring systems across facilities, operations, and development functions.
  • Advise executive leadership on operational performance, capital investments, real estate strategy, and opportunities for improvement.
5% Other duties and special projects as assigned
What You Will Need
  • Bachelor’s degree in Engineering, Business, or related field OR 10 years of relevant experience.
  • Considerable recent applicable experience in facilities management, including a significant management role.
  • Knowledge of physical plant management, including minor capital design and construction, project administration, operations and maintenance, repair, energy management; utility systems rate, service and investment negotiations, and support services.
  • Ability to lead, organize, coordinate and supervise a diverse professional staff, including crafts personnel, building service workers, and groundskeepers. Ability to counsel staff on work-related issues and assist in correcting job-skill deficiencies.
  • Exceptional problem-solving and communication skills, with the ability to thoughtfully and comprehensively support open communication between staff and customers to improve unit programs and services.
  • Excellent interpersonal skills with the ability to impart quality customer service principles into the organization.
  • Creativity, vision, and sensitivity to the multi-faceted nature of a university environment.
  • Demonstrated record of successful supervisory outcomes, which include personnel and resource management.
  • Successful record of customer service accomplishment in a related setting.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
What We Would Like You to Have
  • Master’s degree in business administration, public administration, engineering, and/or other highly-relevant fields.
  • Professional licensure.
  • Experience with facilities management in a higher education or health care environment.
  • Experience working in a collective bargaining environment.
Working Conditions / Work Schedule
Attends University wide and City meetings.

This position supports essential functions of campus operations and the incumbent may be expected to report to work during inclement weather, emergency and other University work curtailments or closures. The incumbent will be contacted by their direct supervisor or unit leadership daily for extended University delays or closures to determine if they are required to report to work.
