The Department of Public Safety is seeking an Operations Captain. This is a full-time (1.00 FTE), 12-month, public safety professional position.

The provision of public safety on OSU’s Corvallis campus will undergo a transition when the three intragovernmental agreements for licensed law enforcement services with Oregon State Police end on December 31, 2020. OSU leadership has determined the best course of action to ensure the continuation of law enforcement services in a manner that is aligned with the values and principles of OSU is to bring this function within the university.

Effective January 1, 2021, pursuant to ORS 352.118 and 352.121, OSU will utilize its own sworn officers to provide law enforcement services for the Corvallis campus.

The Department of Public Safety is now recruiting lateral, sworn law enforcement professionals to lead, supervise and expand a foundation of complex, compassionate, and diversified safety services for the university community. Now is the time to join the new adventure and opportunity to develop, lead, and supervise within the newly constituted Department of Public Safety (DPS): as the OSU Police Captain

Reporting to the Associate Vice President of Public Safety & Chief of Police, the OSU Police Captain is a sworn position responsible for the supervision, planning, coordination, and oversight of the activities and operations of staff assigned to the police and public safety patrol, investigations, and operations. This position will work independently in performing regular assignments, reviewing, and participating in the work of law enforcement. This position provides leadership, support, development, and accountability for police officers and security/public safety officers assigned to DPS.

The OSU Police Captain will have regular daily contact with all members of the Oregon State University campus community, including students, faculty, staff, visitors, and members of the public.

The OSU Police Captain oversees day-to-day patrol-related operations; monitors, observes, and assists police sergeants, police officers, public safety

officers, and other staff as necessary. This position will provide short-term and long-term guidance, coordination, and evaluation of work assignments. This position will supervise sworn sergeants who supervise sworn police and security/public safety officers and act in the capacity of a sworn officer to the full extent of all federal, state, county, and university laws, regulations, and policies as necessary. This position participates as a member of the Department of Public Safety leadership team to contribute to the strategic and operational oversight of the full department and will stand in for the Chief as necessary

What You Will Need
  • Minimum of ten years of experience as a certified police officer with a minimum of five years of experience as a sergeant or higher.
  • Certified by the Oregon Department of Public Safety Standards and Training
  • Four-year Degree from an Accredited University, College (or equivalent)
  • Must successfully pass a comprehensive background assessment that includes: criminal history check; driving record review; medical examination; psychological evaluation; drug screening; and an inclusive appraisal of work history.
  • Ability to meet physical, medical and psychological requirements established by the Oregon Department of Public Safety Standards and Training
  • Possession of an Oregon State Driver’s License within 30 days of appointment
  • Willing and able to work in a professional manner to embrace and promote diversity

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position-qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions, and those in youth programs may have additional criminal history checks every 24 months.


This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified, and self-report convictions as per University Policy 05-030..
What We Would Like You to Have
  • CPR for the Professional Rescuer with AED specialization
  • Proficiency in a second language
  • At least one year of experience in Higher Education law enforcement and experience with mandatory crime reporting laws/regulations and other law enforcement-specific legal requirements. Including experience with the Clery Act, Title IX and FERPA.
  • Two years’ experience as a police Lieutenant (or higher).
  • Two years’ experience as a detective, Sergeant, officer in charge, field or police training officer.
  • Possession of a management certificate or higher issued by the Oregon Department of Public Safety Standards and Training.
Working Conditions / Work Schedule
This position is deemed essential and supports essential functions on campus operations and may be expected to report to work during inclement weather, emergencies, and other University work curtailments of closure.

This position will require presence during evenings and weekends on campus and at other locations for emergencies, events and meetings.

This position may involve shift work that can include day shift, swing shift, or night shift duties that the administration assigns.

Due to the timely decision-making nature of the position, the Captain must be prepared to provide immediate direction to the community by making decisions for the University that may marginally relate to law enforcement/public safety until higher-level authority arrives on the scene.

The OSU Police Captain may at times be the highest-ranking law enforcement official on campus. As such, the incumbent is expected to make emergency command decisions without the benefit of consultation from a higher authority.

Problems are highly varied, complex and often non-recurring; require novel and creative approaches to resolution. Requiring analysis or interpretation of the situation. Problems are solved using knowledge and skills, precedents and practices. New concepts and approaches may have to be developed at times. This position may act as Chief of the Department during the Chief’s absence.
