The Health Equity Innovation & Implementation Organization Equity & Policy E&I Section is hiring a Health Equity and Community Engagement Analyst (Operations Policy Analyst 1). This is a full time permanent classified position.

What you will do!
The primary purpose of this position is to provide support to programs, administrative systems, and processes within the Equity and Policy Section and the Health Equity Innovation and Implementation unit. This role involves engagement with internal and external partners. In this role you will:

  • Develop outreach strategies to enhance community and organizational partnerships.
  • Coordinate and support key Equity and Policy section initiatives such as: Developing Equity Leadership through Training and Action (DELTA) and OHPB Health Equity committee (HEC).
  • Develop and lead state-wide recruitment processes for DELTA and HEC.
  • Design internal and external communication plans and best practices in community engagement according to the OHA Framework.
  • Support the HEII Unit with research on legislation and committee activities, monitor relevant laws, and facilitate team collaboration.
  • Recommends policy amendments for program efficiency aligned with OHA priorities.
  • Oversee unit and section rulemaking activities, organize public hearings, and analyze data to enhance communication plans, producing progress reports with improvement recommendations.
  • Develop plans, coordinate, and support community engagement, program implementation, and technical assistance activities for CCOs related to health equity and community engagement requirements to comply with state and federal rule and contractual requirements.
  • Identify issues, analyze data, and recommend more efficient procedures for internal documentation and external communication regarding key unit and section initiative progress, including but not limited to Health Equity Committee governance, unit Medicaid and Non-Medicaid contract responsibilities, unit and section responsibilities under the OHA Strategic Plan.
  • Key deliverables of this position the development of operational processes, policies, and procedures to implement organizational policies regarding recruitment and retention efforts to ensure diverse community, advocacy, and provider representation on Equity and Inclusion Division, Equity and Policy Section and unit committees, councils, advisory boards and learning collaboratives and cohorts; the development of monitoring and reporting processes on outcomes of program communication, outreach, and engagement initiatives to guide the development and implementation of public policy and facilitate practice changes; and the development and execution of a communications plan to ensure bidirectional engagement with DELTA participants, OHPB Health Equity Committee, CCO Health Equity Administrators and other critical partners of section initiatives.

This position falls under the Operations & Policy Analyst 1 classification. The AA Rate Pay Range for this position is $4,409.00- $6,736.00USD monthly.

What we are looking for:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;

OR

Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

  • Required Attributes:
    Experience in developing, implementing, monitoring, and evaluating policies and programs that promote equity and reduce racial and ethnic inequities and disparities.
  • Proficiency in using databases, spreadsheets, presentation software, and word processing applications at an advanced level - including SharePoint, Smartsheet (dashboard creation) and basic data analysis, visualization, and reporting.
  • Experience with use of technologies and platforms for community outreach and engagement, printing, and publishing.
  • Experience with web-site design, content, organization, maintenance, and Content Management Systems, preferably with SharePoint/MS 365 products and Smartsheet integration.
  • Ability to manage collaborative team environment such as SharePoint and internal team communications tools such as initiative or program email inbox, team training calendar and related organizational support and tracking.
  • Experience with organizing, coordinating, managing all details of ongoing engagement series, with internal and external partners and collaborators.
  • Proficiency in developing and executing strategies and processes for effective collaboration with CCO Health Equity Administrators, DELTA Program participants and contractors, as well as OHPB and members of the OHPB Health Equity Committee.
  • Skilled in participative decision-making, project identification and cooperative interactions within a team environment, leading to successful outcomes.
  • Ability to attend community events and meetings to foster relationships and support community initiatives.
  • The person in this role should possess the following abilities and qualifications:
  • Strong desire and ability to communicate and work with racial, ethnic, socioeconomic, and gender diverse communities.
  • Ability to prepare and deliver communications and produce reports to be presented to specialized audiences and the public, and to handle sensitive inquiries from and contact with officials and public. Demonstrated ability to collaborate and work effectively with culturally diverse communities, including existing effective relationships with diverse community leaders throughout Oregon.
  • Knowledge of Oregon Medicaid, Coordinated Care Organizations (CCOs), and their responsibilities to the communities they serve.
  • Ability to translate complex OHA policy documents into plain language to foster meaningful partner engagement.
  • Excellent verbal and written communication skills.
  • Typical Decision-Making Requirements of this Position:
  • This position exercises discretion and independent judgment in fulfilling daily work responsibilities within a highly collaborative environment.
  • This position is responsible for creating communications to foster and uphold strong partnerships with communities and community-based organizations across Oregon.
  • The position actively participates in discussions and decision-making processes with managers and colleagues that influence program operations, business, and service initiatives.

Work location: The role is primarily remote, with monthly meetings with community partners across the state and periodic visits to the division's home office at the Five Oak Building in downtown Portland. The role requires occasional overnight travel and nontraditional work hours.
