This will be a part-time position working 20-25 hours per week with the possibility of moving to a full-time position.

As an HR Operations and Payroll Specialist, you will play a key role in ensuring a seamless employee experience from onboarding through payroll. You’ll combine compliance excellence with a people-first approach to support a culture where employees can thrive.

What You Will do

HR Operations

  • Assist in compliance with all FMLA and leave of absence requirements, maintaining accurate documentation and communication
  • Coordinate and support employee/contractor onboardings, promotions, and status changes to ensure a smooth employee experience
  • Manage I-9 and E-Verify compliance and recordkeeping
  • Prepare and process termination documentation with professionalism and accuracy
  • Manage and respond to employment verification requests promptly

Payroll Administration
  • Serve as a backup for end-to-end payroll processing for U.S. and Canadian employees
  • Assist with multi-state payroll compliance, including state registrations and reporting requirements
  • Process garnishments, child support orders, and other deductions in accordance with regulations
  • Research and respond to payroll tax inquiries and notices

Compliance, Systems, and Reporting
  • Maintain and update HRIS systems (Dayforce & NEOGOV) to ensure data accuracy, reporting integrity, and workflow efficiency
  • Support internal and external requests related to benefits, payroll, unemployment, and other HR inquiries
  • Partner with the HR team to streamline processes and enhance the employee experience
  • Generate reports for managers, audits, compliance reviews, and HR metrics
  • Perform other HR duties as assigned, contributing to projects and initiatives that strengthen NEOGOV’s culture and operations
  • Other duties as assigned

Who You Are

  • A clear and confident communicator who builds trust, connection, and collaboration across every level of the organization
  • Passionate about serving others — you take pride in supporting the people who serve their communities
  • Empathetic and approachable, using a consultative mindset to help employees navigate challenges and find solutions
  • Self-driven and accountable, thriving in an autonomous role while contributing to a supportive, team-oriented culture
  • Flexible and resourceful, able to balance structure with adaptability in a fast-moving, growing organization
  • Naturally curious and proactive, always looking for opportunities to streamline processes and elevate the employee experience
  • Exceptionally organized with strong attention to detail and the ability to manage multiple priorities efficiently
  • A trusted partner who engages confidently with cross-functional teams, leaders, and employees to make a positive impact

What You Have
  • 3–5 years of professional HR and/or payroll experience in a business environment — or an equivalent combination of education and experience
  • Proven experience working in a multi-state environment with an understanding of jurisdictional differences and compliance requirements
  • Strong knowledge of employment laws and regulations, as well as payroll and benefits policies and procedures
  • Ability to handle sensitive and confidential information with discretion, integrity, and sound judgment
  • A demonstrated ability to adapt and thrive in a fast-paced, evolving organization with shifting priorities
  • A natural drive for continuous process improvement and efficiency in systems, data accuracy, and employee experience
  • A hands-on, detail-oriented mindset with strong organizational and time management skills
  • Familiarity with Dayforce or similar HRIS/payroll systems preferred
  • Professional certification (e.g., SHRM-CP, PHR, FPC, or CPP) preferred but not required
