The Opportunity

WSDOT is seeking a Transportation Technician to support the Bituminous Section within the Bituminous Mixtures Laboratory, providing critical services for statewide capital construction projects and local jurisdictions through bituminous mixture design verification, conformance, and forensic testing. In this role, you will perform complex laboratory testing, prepare and analyze test samples, and ensure accurate reduction and documentation of data, while also assisting the Bituminous Testing Engineer with equipment calibration, maintenance, and recordkeeping to maintain compliance with established standards. A strong candidate will demonstrate technical proficiency in materials testing, data accuracy, familiarity with laboratory equipment and calibration processes, and the ability to interpret and document complex test results.

What to Expect

This position performs materials testing duties in a laboratory environment which may include exposure to chemicals, elevated temperatures, working with materials exceeding 325 degrees F, and working with various chemicals. This position requires ability to stand for long periods of time, walk long distances and work under time constraints using timers, stopwatches, etc.

Among the varied range of responsibilities held within this role, the Bituminous Mixtures Technician will:

  • Be responsible for performing complex bituminous mixture testing.
  • Prepare Qualified Product List (QPL) asphalt mixtures which incorporate volumetric design of asphalt mixtures as well as all other asphalt mixture design types as requested.
  • Perform all test methods assigned to the Bituminous Mixtures Laboratory.
  • Assist the Bituminous Testing Engineer in maintaining equipment calibrations, verifications, maintenance, and associated records.
  • Be responsible for testing AASHTO re:source Proficiency Samples and participation in AASHTO re:source onsite inspections.
  • Operate a personal computer using a variety of software programs.
  • Troubleshoot and run diagnostic tests, input data into several specialized software programs for several highly specialized pieces of testing equipment.
  • Assist the Bituminous Mixtures Engineer with daily laboratory operations, including scheduling, training, instruction, and inspecting the work of Bituminous Mixtures Laboratory staff.

Qualifications

This is a Transportation Technician 3 position. However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered for this opportunity, the following competencies are required:

  • Technical Materials Testing: Experience performing complex laboratory testing, utilizing data acquisition systems and laboratory software, maintaining and calibrating equipment, and supporting or leading technical work in a laboratory setting.
  • Materials Testing & Analysis: Demonstrated knowledge of materials testing principles and practices, including physical and mechanical testing of bituminous or comparable materials, with the ability to conduct complex tests using precision instruments and interpret results to evaluate material performance.
  • Quality Assurance & Laboratory Standards: Knowledge of quality assurance and control methodologies, laboratory safety practices, and technical documentation standards, with the ability to ensure compliance, maintain accurate records, and support quality reviews and audits.
  • Safety & Work Environment Adaptability: Ability to work safely in a laboratory environment with exposure to heat, asphalt materials, chemicals, and heavy equipment, while maintaining a clean and organized workspace. Ability to follow all standard operating and testing procedures and pre-activity safety plans.
  • Data Analysis & Technical Reporting: Proficiency in statistical and analytical methods, data management principles, and laboratory software tools, with the ability to accurately analyze, validate, and report test data, identify trends or discrepancies, and prepare clear technical documentation.
  • Equipment Calibration & Maintenance: Knowledge of equipment calibration, verification, and maintenance requirements, with demonstrated experience to maintain, troubleshoot, and ensure proper functioning of laboratory testing systems and associated records.
  • Problem Solving & Technical Judgment: Strong problem-solving skills with the ability to troubleshoot testing and equipment issues, apply sound technical judgment, and adapt to evolving technologies, methods, and procedures.
  • Communication & Collaboration: Ability to communicate effectively with technical and non-technical audiences, both verbally and in writing, while contributing to a respectful, inclusive, and service-oriented work environment.
  • Workload Management & Attention to Detail: Ability to manage multiple priorities in a high-volume environment, meet established deadlines, and maintain a high level of accuracy and attention to detail in all testing and documentation activities.
  • Leadership & Mentorship: Demonstrated ability to support, train, and mentor others, and experience coordinating or leading work activities in a technical environment.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.

The following qualifications are also required:

  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to maneuver and transport various materials and/or equipment weighing up to 40 pounds.
  • Ability to work with materials exceeding 325 degrees F and to work with a variety of chemicals in the laboratory setting.
  • Ability to stand for long periods of time and walk long distances and work for periods of time which exceed normal shifts.
  • Ability to wear appropriate personal protection equipment and adequate clothing for specific work activity.
  • Ability to maintain qualification in all Bituminous Mixtures Laboratory tests.
  • Ability to perform mathematical calculations.

It is preferred that qualified candidates also have:

  • Status as a Qualified Tester in tests associated with bituminous mixtures and proficiency with specialized laboratory and data analysis programs.

  • This position is not eligible for remote work.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • This is a Transportation Technician 3 position. However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan. The base salaries for each level are:
    • Transportation Technician 3: $64,776 – $87,048
    • Transportation Technician 2: $58,836 – $75,108
    • Transportation Technician 1: $47,100 – $63,252
