The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for the position of Individual Technology Services Program Manager for the Prisons Division Command D, located at DOC Headquarters in Tumwater, WA.

The ITS program manager maintains technical knowledge and provides statewide oversite for all technology programs and services (phone, tablets, e-messaging, commissary, video visitation, etc.) provided to incarcerated individuals in prisons, work releases, and due to release to community supervision. This position provides administrative oversite of a multi-million-dollar contract between the Department and vendor to provide ITS services and requires a full-time contract manager with expertise in technology to provide dedicated compliance monitoring, auditing, communication, contract addendums, service implementation and adjustment, and contract performance accountability. This position serves as the subject matter expert on behalf of the agency and is considered the primary contact between the Department and vendor and will be responsible to manage the vendor’s compliance with contractual terms and conditions.

This position requires a minimum of 3-4 days in the office with a possible 1–2-day remote option per week.

Duties

Duty:

Provide direction in the auditing and contract compliance of IITS policies, plans, procedures, and practices.

Tasks include:

  • Provide statewide direction and oversight for the work of employees directly involved with ITS, procedures, practices, and policies.
  • Administrate authority for the delivery of the ITS program and services agency wide.
  • Determine any required and/or requested system updates and new features. Plan for the design, implementation, and operationalization of approved IITS service enhancements or upgrades.
  • Provide authorization and direction for employees involved in or monitoring the ITS program.
  • Ensure consistent statewide application in the development and implementation of the IITS program and provide direction, training and guidance when needed.
  • Ensure that each local work release, prison, and other ITS liaisons are maintaining ITS security practices and procedures that adhere to DES procurement rules, RCWs, Department Policy, Operational Memorandums, and other industry standards.
  • Maintain documentation, reports, and other written materials that show compliance, improvement plans, and corrective actions related to ITS programs.
  • Author Agency Reports to the legislator that documents the ITS program contract compliance and provide to agency executives, managers, contracts and legal affairs. Direct or Conduct and document regular and unplanned audits/assessments related to the IITS program, ensuring contract compliance with Service Providers
  • Direct and lead ITS contract compliance audits.
  • Review and/or approve policies and procedures related to ITS programs and services and work with policy authors to ensure ITS programs and services are aligned with other security management policies and practices.

Duty:

Provide program oversight and direct the work of local ITS liaisons and provide authorization, training and guidance to those employees that monitor/use the ITS program.

Tasks include:

  • Serve as the contract program manager and provide direction to ITS facility liaisons.
  • Provide Access Authorization and Direction for ITS liaisons and other employees that utilize the ITS program.
  • Provide direction and clarify expectations for ITS liaisons on their roles and responsibilities.
  • Assist in the development/update of positions descriptions, identification of essential functions, and performance reviews for ITS liaisons.
  • Position manages the implementation of relevant policies and operational memorandum related to the ITS program.

Duty:

Participate in Department and external statewide committees, teams and working groups and ensure the involvement of ITS liaisons and other indirect reports in regional and local teams and committees.

Tasks include:

  • Ensure ITS liaisons and other indirect reports and appropriate vendor and agency employees participate in regional/local training and information sharing.
  • Direct, Lead and/or participate in the development and implementation of new, customized training curriculum and course materials designed for the ITS program.
  • Maintain positive, productive public relations with federal, state and external partners.

Duty:

Seek and respond to requests for information and documentation and represent the Department and ITS contract/program in grievances, legal challenges, and similar situations.

Tasks include:

  • Respond to public disclosure requests for all ITS program materials. Work cooperatively with the Public Disclosure Unit to apply and justify appropriate redactions for ITS program related documents.
  • Respond to Human Resources and Labor Relations requests for information and documents and work to influence grievance responses and provide appropriate interpretation of the ITS program. Provide testimony in Union / Management meetings and negotiations as requested.
  • Seek and provide ITS program information to and from peers from other state agencies, other state's correctional entities, and federal level departments.
  • Exercise independent judgment and discretion when providing direction, authorization, and/or information, and adapt skills and knowledge to each unique situation.
  • Provide accurate interpretation of all applicable policies, regulations, rules, course and instructional requirements and objectives related to the ITS program.



Qualifications

Atleast 6 years of experience in an adult correctional environment with an in-depth understanding of core correctional practices.

At least 5 years’ experience working with an expert level understanding of the ITS program or Incarcerated Management Network Information System.

At least 5 years broad based, progressive managerial or administrative experience in a correctional environment.

Experience developing policies, procedures, methods, or standards for an organization, division, and/or facility to ensure administrative and operational objectives are met.

Communication skills – explains complex or technical information using plain talk; actively listens to others, paraphrases, and asks clarifying questions; consistently follows accepted rules of English (grammar, spelling, word usage and composition); able to clearly and concisely emphasize key points; captures and holds the attention of audiences.

Writing skills – composes clear, straightforward, and technically correct documents; chooses the most effective and meaningful written form to express information; states information as simply as possible and organizes information logically; proofreads and edits information to improve its clarity, organization, content, etc. according to accepted rules of English language; writes at different reading and education levels by altering words, length of sentences and depth of explanation.

Facilitation skills – effectively organizes and leads groups, ensuring participants understand their roles and the goals, direction and purpose of meetings; able to build commitment and momentum through techniques that engage all members in discussion; directs discussions down productive paths, acknowledging and building on good ideas, and tactfully moving discussion away from issues that detract from progress toward essential goals.

Teaching/training skills – combines a variety of teaching methods to accommodate all learning styles; develops and implements techniques to measure learning and achieve pre-determined standards; identifies and corrects course content or layout that reduce its success; consistently reviews course material, ensuring information is accurate, current and serving the needs of participants.

Ability to use technology and computer systems to improve efficiency, accuracy and quality of work. Ability to use vendor based systems and Microsoft Office products to independently draft formal documents.

Ability to maintain confidentiality of information accessed or discussed in performing the work of this position.

Preferred/Desired Education, Experience, and Competencies:

Bachelor's degree from an accredited college/university

Experience with developing and managing public relations with external stakeholders.

Established working relationships with leadership within facilities, offices, and the operating divisions.
