The Opportunity
WSDOT is seeking a highly skilled and motivated Technical Engineer to serve as the State Documentation Engineer in Olympia, WA. In this critical role, you will be recognized as WSDOT’s subject matter expert on administrative documentation and project closeout, providing advanced technical guidance on complex contract administration issues particularly those related to Division 1 of the Standard Specifications. You will play a key role in ensuring consistency, compliance, and excellence across construction contracts statewide. This position offers a unique opportunity to shape and influence agency practices by developing and implementing policies and procedures that support effective documentation and project delivery. You will work closely with regional teams, offering direct consultation and problem-solving support to address challenging construction contract issues.
What to Expect
Among the varied range of responsibilities held within this role, the State Documentation Engineer will:
- Provide support, guidance, and mentoring to the Regions on all administrative and documentation related aspects of contract administration.
- Resolve Prevailing Wage issues and determinations.
- Conduct final contract acceptance and close-out.
- Review material certification deficiencies to assess federal participation impacts.
- Resolve State sales tax issues and determination.
- FHWA stewardship reporting and acceptance.
- Represent Construction Division during audits performed by external agencies, gather required documentation, complete corrective action plan requirements if findings issued.
- Author policy changes to Chapters 1, 10 and 11 of the Construction Manual and associated Construction Bulletins if needed.
- Perform contract administrative documentation and/or payment audits.
- Develop Apprenticeship policy / procedures and law determinations.
- Track and report apprenticeship utilization in WSDOT Contracts.
- Facilitate bi-annual Apprenticeship Utilization Advisory Committee meetings.
Qualifications
To be considered for this opportunity, the following are required:
- Contract Administration & Construction Processes: Demonstrated ability to administer construction contracts, including applying contract administration policies, managing documentation procedures, and supporting construction processes in compliance with established requirements.
- Policy Development & Implementation: Proven ability to develop, interpret, and implement policies, procedures, and guidance for statewide application related to construction contracts.
- Regulatory Interpretation & Compliance: Demonstrated ability to read, interpret, analyze, and apply state and federal laws, regulations, and requirements to ensure compliance in construction and contract administration activities.
- Construction Knowledge & Technical Expertise: Comprehensive understanding of construction methods, materials, and documentation practices, with the ability to apply this knowledge to real-world project and contract scenarios.
- Relationship Management & Collaboration: Demonstrated ability to build and maintain effective working relationships with internal stakeholders and external partners through strong interpersonal and collaboration skills.
- Communication & Presentation Skills: Proficient verbal and written communication skills, with the ability to clearly convey information and deliver effective presentations in virtual, hybrid, and in-person settings to diverse audiences.
- Organization & Attention to Detail: Demonstrated ability to manage multiple tasks with a high level of accuracy, attention to detail, and strong organizational skills in a fast-paced environment.
- Technology & Software Proficiency: Proficient in the use of standard office technology and software, including Microsoft Office Suite and Adobe, to support documentation, analysis, and communication needs.
- Workload Management & Teamwork: Ability to work independently and collaboratively as part of a team, effectively prioritizing and completing assigned tasks within established timelines.

It is preferred that qualified candidates also demonstrate:
- Construction Administration & Project Delivery: Demonstrated experience serving as a region documentation engineer, field engineer, or office engineer, with proven proficiency in applying construction administration standards and supporting effective, compliant project delivery.
- Policy Development & Program Guidance: Demonstrated ability to develop, interpret, implement, and maintain policies, manuals, and procedural guidance related to contract administration, ensuring consistency and alignment with agency standards.
- Audit & Compliance: Knowledge of audit principles and practices, with the ability to support compliance efforts, identify risks or discrepancies, and ensure adherence to applicable requirements and standards.
