The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 to join the Port Angeles Project Engineering Office (PEO). This position supports the Department’s mission by leading a team of engineers and technicians in performing skilled engineering tasks in the development of Plans, Specifications, Estimates (PS&E), and the inspection and quality oversight of construction projects; and ensuring highway projects are designed and constructed in compliance with established standards. Reporting to the Design Build Site Manager (DBSM), this position acts as the office administration lead, providing support for design and construction with occasional role of leading design or construction teams. This position is critical to WSDOT’s long-term success by mentoring and providing on the job training for subordinate staff, assisting the PE and APE and DBSM with various aspects of project management, and representing WSDOT at public meetings, open houses, and with other stakeholders such as local agencies, contractors, consultants, and permitting agencies.
What to Expect
Among the varied range of responsibilities held within this role, the Project Controller/Construction Engineer will:
- Review and comment on submittals, project schedules, and monthly payment invoices; recognize and plan for the mitigation of cost and schedule risks.
- Manage contract document controls procedures ensuring construction documents follow contract requirements and WSDOT policy on contract documentation.
- Administer highway construction projects to ensure the work conforms to the Contact, contract plans, and contract provisions.
- Lead a construction team and work regularly on-site with staff in-person; provide supervision and guidance to inspectors and technicians.
- Supervise material documentation and project testing program; monitor materials documentation for contract compliance in computerized software programs, such as Statistical Analysis of Materials (SAM) and Materials Management System (MATS) programs’ monitor the project Record of Materials (ROM).
- Plan, prioritize, assign, and review the work of assigned staff; ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations
- Assist with developing and tracking budgets, schedules, workforce plans.
Qualifications
To be considered for this opportunity, the following competencies are required:
- Engineering Knowledge: Demonstrated experience applying engineering principles, methods, and practices to project management in transportation or construction environments. This includes expertise in design development, construction techniques, and/or contract administration.
- Project & Design Oversight: Ability to oversee and review engineering designs and documentation to ensure accuracy, compliance with standards, and constructability, while supervising the preparation of plans, specifications, and cost estimates.
- Technical & Digital Proficiency: Advanced skills in operating Windows-based systems and engineering software, including MS Office Suite (Excel, Word, SharePoint, Outlook), MS Teams, cloud-based platforms, and system databases for project tracking and information management.
- Communication Skills: Advanced skills in professional communication, specifically in communicating technical information effectively and professionally to a diverse audience, including those with non-technical backgrounds, virtually, by phone, and in person.
- Leadership & Supervision: Skills to lead and supervise a diverse workforce by fostering collaboration across boundaries, building and maintaining effective teams, coaching and mentoring staff, and encouraging engagement and professional growth.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
In addition to the above, the following are also required:
- A valid driver’s license and the ability to operate state-owned vehicles.
It is preferred that qualified candidates also demonstrate:
- Project and Program Management: Proven ability to coordinate, manage, and deliver multiple engineering projects involving interdisciplinary teams, support groups, stakeholders, and partnering agencies.
- Plan and Specification Review: Skilled in reviewing, interpreting, and validating engineering plans, specifications, and construction documents to ensure compliance with applicable standards and requirements.
