We are seeking a candidate to ensure the organization can reliably access, understand, and use high-quality licensing data to meet operational, regulatory, and public-facing needs.
WHAT TO EXPECT -
Among the varied range of responsibilities held within this role, this position will:
Data Analysis and Reporting.
- Develops and executes ad hoc SQL queries to support business needs, decision-making, and responses to public records requests requiring complex data extraction.
- Designs and maintains stored procedures for efficient data retrieval and transformation.
- Builds and supports canned reports and self-service reporting tools for internal and external stakeholders.
- Translates complex data into actionable insights through visualizations and dashboards.
- Ensures data accuracy, consistency, and reliability of licensing data across both commercial and recreational licensing systems.
Data Strategy and Governance.
- Contributes to the development and implementation of a long-term data management strategy for the Licensing Division.
- Assists in defining and maintaining data standards, policies, and procedures to promote consistency and compliance.
- Supports metadata infrastructure by documenting data sources, definitions, and lineage.
- Participates in data quality assurance and validation efforts across replicated databases to ensure reliable reporting.
Technical Expertise.
- Demonstrates proficiency in SQL Server, SSRS, and other reporting platforms.
- Optimizes queries for performance within vendor-hosted, read-only database constraints.
- Applies data warehousing principles to support historical analysis and trend reporting.
- Evaluates emerging tools and technologies that could improve data access, reporting, or visualization.
Business and Stakeholder Engagement.
- Serves as a subject matter expert (SME) on licensing data, policies, and business processes.
- Collaborates with product owners, program managers, and policy analysts to elicit and validate data requirements.
- Provides consultation and training on data access, interpretation, and reporting tools.
- Bridges the gap between technical data resources and business needs, ensuring solutions are aligned with operational goals.
Working Conditions:
Work setting: Duties are performed in an office setting. This position requires extensive computer use.
Schedule: Monday through Friday 8:00 a.m. - 5:00 p.m. However, work is nonstandard and is dependent on issues or business objectives of the agency and division.
Travel requirements: Some in-state travel may be required to attend training, meetings, and conferences.
Customer Interactions: Customer service and customer interaction is integral to department success. This position is part of the Licensing Division’s Business Technical Unit (BTU) and will work closely with the team’s other Data Management Journey, provide support to Licensing, Public Records, Wildlife Program, Fish Program, and Enforcement.
QUALIFICATIONS:
Required Qualifications:
Bachelor’s degree or higher in Computer Science, Information Technology, Data Science, or a closely related field.
And
Minimum two (2) years of experience in SQL scripting and relational database design (may be concurrent with other required experience).
And
Minimum two (2) years of experience conducting business analysis and recommending data-driven solutions (may be concurrent with other required experience).
And
Minimum two (2) years of experience with reporting tools (e.g., Power BI, SSRS), data warehouse concepts, and business intelligence platforms (may be concurrent with other required experience).
And
Minimum two (2) years of experience programming in an object-oriented language (e.g., C#, Java, Python) (may be concurrent with other required experience).
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
- Certified Data Management Professional (CDMP) or equivalent.
- Microsoft SQL Server certification (e.g., MCSA, Azure Data Engineer Associate).
- Experience with Microsoft SQL Server replication services.
- Experience with web development and e-commerce platforms (e.g., .NET, JavaScript, REST APIs).
- Experience with process automation tools (e.g., Laserfiche, Power Automate).
- Experience with automated reporting and publishing workflows (e.g., scheduled SQL reports, API-driven content updates, automated posting to public-facing websites).
