The duty station for this position is in King County, therefore the incumbent will receive 5% premium pay in addition to the salary listed.

The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is recruiting for a Risk Operations Manager to manage core components of WSCJTC Risk Management including workplace safety, student safety, emergency management, and support of high risk, high impact initiatives. This position consults with managers and executives to provide guidance on agency compliance with RCW/WAC, federal and state safety requirements, and agency policies and procedures to minimize risk exposure.

Duties

Assessment, Evaluation, and Consultation

  • Conduct complex, multi-dimensional research and analysis, formulating recommendations, and coordinating implementation and on-going assessment and evaluation of programs, projects, curricular updates, as well as strategic planning activities that impact diverse work units within the agency.
  • Serve as a member of the Risk Roundtable Committee (RRC) providing insight and feedback on agenda items. Leads or serves as work group member on subcommittee assessments or assignments stemming from the RRC.
  • Review evaluation and audit findings to provide feedback on risk mitigation strategies, propose policy, procedure, and/or guideline edits, and proposals for future strategic plans.
  • Ensure agency compliance with Federal Occupational Safety and Health (OSHA), Washington Industrial Safety and Health (WISHA) and environmental safety and health regulatory requirements from the Department of Ecology (DOE).
  • Conduct safety studies and analysis to inform policy and procedure development for the headquarters and regional campuses.
  • In conjunction with HR and Applied Skills Training Division (ASTD) oversees mandatory medical testing for required positions such as lead and hearing testing for firearms instructors (both state employee and contract trainer positions statewide).
  • Oversee the agency’s ergonomic assessment program in accordance with L&I and DES HR guidelines.
  • Review Activity Prescription Forms post illness or injury and consult with internal management partners to assist with determinations regarding applicability of light/limited duty for employees and/or recommendations to continue or medically withdraw students from basic academies.
  • Report on illness and injury data at least annually. Conduct investigations into accidents and injuries as needed at headquarters and regional campuses. Provide guidance to managers and staff on reporting and prevention, and highlight for management if/when illness and injury trends emerge.
Policy and Procedure Development
  • Lead planning and implementation of new or updates to current safety and emergency preparedness programs, policies, and procedures.
  • Develop, implement and monitor Safety and Emergency Preparedness policies, procedures, rules and guidelines in accordance with Federal and State laws and Washington State Emergency Management Division (EMD) State Emergency Operations Center (SEOC) directives.
  • Serve as primary point of contact for Emergency Operations and manage the Continuity of Operations Plan (COOP). Develop disaster plans, emergency response and evacuation procedures, hazard identification and reporting procedures.
  • Consult with policy developers and the Policy & Accreditation Unit providing guidance on new or updated policies.
Training Facilitation
  • Lead teams of key agency personnel identified in the EMP and/or assigned as members of the COOP. Develop and conduct training for assigned staff ensuring they are proficient in performing the duties associated with their respective roles in both plans.
  • Develop and conduct emergency management exercises, and training on Safety and Health related matters.
Management, Communication, and Administration
  • Using tact, diplomacy, and sound judgment, consults with agency leadership and staff to identify, assess, and propose strategies to mitigate risk.
  • Properly document and perform records management for duties assigned.

Qualifications

Required Qualifications:
  • Bachelor’s degree with focus on occupational safety and health, safety management, public health, health sciences, emergency management, social or organizational behavioral sciences, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent (experience in the fields of occupational safety and health and/or emergency management may substitute year for year for education).
  • At least six (6) years of professional and practical experience performing occupational safety and health and emergency management work including three or more of the following:
    • Performing risk assessments. Collection, analysis, and evaluation of illness/injury report data, conducting research on associated best practices, producing reports, and presenting information contained therein.
    • Drafting, implementing, and proposing changes to policy, procedure, directives, etc. in high risk, high visibility areas.
    • Influential leadership. Presenting information to inform decision-makers and team members who you do not directly supervise.
    • Leading teams in emergency management positions directly related to safety operations planning, preparedness, and training.
  • Experience in positions requiring demonstration of the ability to:
    • Lead and effectively coordinate special projects, committees or work groups considering and incorporating new information and different perspectives and building and maintaining effective working relationships with external and internal partners. Advocate for all people through support and inclusion.
    • Communicate effectively verbally and in writing to convey information and ideas clearly to individuals or groups in an engaging manner that helps them understand and retain the message. Adapt communication and approaches to the recipient group or individual.
    • Identify and understand problems and opportunities by gathering, analyzing, and interpreting quantitative and qualitative information. Assist in the selection of the best course of action using clear decision criteria, and generation and evaluation of alternatives.
    • The ability to take action to learn and grow - Manage time and resources effectively. Set high standards of performance for self and assuming responsibility and accountability for successful completion of assignments and tasks. Take responsibility for learning.
    • The ability to take action to meet the needs of others - Model agency values in support of vision and mission. Establish and sustain trusting relationships by accurately interpreting interpersonal interactions, managing one’s own reactions, and appropriately responding to others’ behaviors. Practice self-awareness by reflecting on personal strengths, growth areas, and biases. Welcome and value different identities and perspectives.
  • Proficiently use Microsoft applications, specifically Outlook, PowerPoint, Excel, Word, Planner, Project, and SharePoint as well as applications specified by other federal and state agencies ensure compliance with reporting requirements.
Desired Qualifications:
  • Five (5) years of professional experience, including facilitating organizational development or change, and serving on multijurisdictional emergency response emergency response committees.
  • Experience in Enterprise Risk Management and/or Safety assignments as an employee of Washington State government.
  • Experience in Enterprise Risk Management and/or Safety assignments within a criminal justice or military training environment.
  • Valid licensing and professional experience in the areas of: physical therapy, occupational therapy, sports medicine, nursing or similar.
  • NIMS ICS Certification(s).
