Essential Job Functions

In this leadership role, you would:
- Lead and oversee all departmental HR functions, including policy development, recruitment, classification, employee relations, staff development, benefits, and compliance.
- Provide strategic guidance to executive management on personnel issues impacting operations, organizational structure, and long-term goals.
- Shape and influence HR programs that affect an entire department’s workforce.

Requirements to Qualify:
Option I: Graduation from an accredited college or university with a Bachelor's degree* in Business Administration, Public Administration, Human Resource Management, Industrial/Organizational Psychology, or a closely related field - AND - Three (3) years of highly responsible experience supervising professional-level staff** conducting technical human resources work in areas such as recruitment and selection, discipline/advocacy, classification, and/or, employee relations, two (2) years of which must have been at the level of the County of Los Angeles class of Administrative Services Manager III; Personnel Officer III; Principal Analyst, Human Resources; Section Manager, Administration, ISD; or higher.
Option II: Six (6) years of highly responsible administrative experience*** performing the more difficult technical human resources work; three (3) years of which must have been supervising professional-level staff conducting technical human resources work in areas such as recruitment and selection, discipline/advocacy, classification, and/or employee relations, two (2) years of which must have been at the level of the County of Los Angeles class of Administrative Services Manager III; Personnel Officer III; Principal Analyst, Human Resources; Section Manager, Administration, ISD; or higher.

Employees engaged in this type of work exercise analytical ability, judgment, discretion, and personal responsibility in the performance of advanced-level human resources work.

Physical Class2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Endorsement of County QualificationsCounty employees who wish to meet the requirements using out-of-class experience must provide official documentation such as additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from the last day of fiing. Employees do not need to submit such verification if they hold or have held one of the positions above or a position deemed to be at equivalent level.
