Purpose:

Stewards Individual Placements (Stewards), a program of Conservation Legacy, provides individuals with AmeriCorps service and career internship opportunities to strengthen communities and preserve our natural resources. Participants serve with federal agencies, tribal governments, and nonprofits to provide institutional capacity, develop community relationships, and support ecosystem health. Stewards in partnership with the NPS GIS office is hosting a cohort of GIS stewards.

Golden Gate National Recreation Area (GGNRA) was established by Congress in 1972 to offer a national park experience to a broad urban population, while preserving and interpreting the park's outstanding natural, historic, scenic, and recreational values. One of the largest urban parks in the world, GGNRA welcomes over 17 million visitors a year. The park is as varied as it is expansive; it contains attractions such as Alcatraz Island, Crissy Field, the Marin Headlands and Rancho Corral de Tierra. The park manages two additional park units: Fort Point National Historic Site and Muir Woods National Monument. GGNRA contains significant historical and natural resources and houses one of the largest museum collections in the National Park Service (NPS). Over half of North American avian species and nearly one third of California's plant species are found in the park.

GGNRA recently completed a comprehensive 3D scan of Alcatraz, which included the interiors of all buildings and structures. The data was a multi-disciplinary and multi-instrumental effort that included photogrammetry, LiDAR and multi-spectral imagery. Over 100 individual scanning efforts resulted in nearly 9 billion individual points of data in the resulting point cloud. The point cloud has been utilized to create 3D fly throughs, but the real value of the data cannot be realized until the point cloud is classified. This GIS Steward position will utilize ArcGIS Pro along with other software to classify these 9 billion points, so that the resulting model can be used to record the conditions of buildings, create building plans, and interpret the relationship of each building in a 3D environment.

By the end of this position, the incumbent can expect to have increased proficiency levels for the following NPS GIS Competencies: Customer Requirements, Coordination and Communication, Critical Thinking and Problem Solving, Technology Application, Information Quality Assurance, and Data Management and Metadata. As part of their service, the GIS Steward can expect to deploy a variety of technical skills to identify decision points and solve issues that arise. The position may be available for teleservice within commuting distance of the park as there is no park housing available.

Description of Duties:

Duties of the GIS Steward position include, but are not limited to the following:

• Assess existing methods for point classification.
• Utilize existing feature data to classify points.
• Develop standard operating procedures and workflow to classify vegetation, ground, buildings, structures, and other landscape features.
• Separate interior from exterior building and structure points.
• Complete the above tasks in coordination and consultation with park staff.
• Participate in monthly Resource and other meetings and discussions as needed.
• Participate in weekly Cohort meetings led by NPS GIS Stewards Program support staff.
• Design a capstone presentation for the NPS GIS community at the position conclusion.
  
  

Requirements:

• United States citizen, United States national, or a lawful permanent resident alien
• Applicants must be between ages of 18-30 years old, or up to 35 for veteran, based on Public Land Corps Act of 1993 authorizing this AmeriCorps opportunity.
• Has received a high school diploma or equivalency certificate; or has not dropped out of elementary or secondary school to enroll as an AmeriCorps participant, and agrees to obtain a high school diploma or its equivalent prior to using the education award
• Agrees to provide information to establish eligibility and to complete a National Service Criminal History Check.

Preferred Qualifications

A successful candidate will possess a solid foundation in GIS and data management practices, with demonstrated proficiency in GIS software such as ArcGIS Pro and QGIS. They should have a strong understanding of geospatial concepts, remote sensing, spatial data analysis, and point cloud classification principles, along with experience working with spatial data standards and metadata. The ideal applicant will be skilled in handling feature datasets and applying classification techniques to point cloud data. This role requires exceptional attention to detail, clear and effective communication skills, and the ability to take initiative and manage tasks independently, while collaborating with subject matter experts as needed.

Applicants who have obtained or are pursuing a GIS degree or certificate and/or with GIS experience are preferred. Prior to starting this position, a federal government security background clearance will be required.

Time Requirements:

• Typically, this position is expected to serve 40 hours per week, but exact service schedules may vary. A half hour lunch break will not be counted towards AmeriCorps service
• Member may be required to participate in national, state, or local service projects or events as part of their service term.

Orientation and Training:

• Member will receive an orientation that includes training on AmeriCorps prohibited and unallowable activities.

Benefits:

• Segal AmeriCorps Education Award of $2,817.14
• Living Allowance of $600 per week.
• Additional Benefit of $280 per week.

Evaluation and Reporting:

As an AmeriCorps member, performance will be evaluated on whether the member has completed the required number of hours, the member has satisfactorily completed assignments, and if the member has met other performance criteria that were clearly communicated at the beginning of the term of service.

Reporting requirements include, but are not limited to, bi-weekly timesheets and accomplishment tracking.
