Starting Wage Range: $29.76/hr. - $38.39/hr.

Job Summary:

Administers the Tribal Member Benefits Program through the coordination and oversight of annual timber revenue and per capita distributions. Responsible for the maintenance of Member Benefit and Minor’s Trust accounts, including facilitating monthly withdrawals from these accounts, consistent with appropriate Tribal policy and/or ordinances.

Essential Functions:

  • Administers timber revenue distribution(s)
  • Coordinates annual timber revenue distribution(s), including processing distribution requests.
  • Coordinates and accounts for timber revenue deposits into minor accounts, under the age of 21.
  • Answers questions regarding program process, policy and ordinance interpretation.
  • Works toward the development of new procedures at supervisor’s direction.
  • Sends out letters of verification of receipt of funds at the request of Tribal members and multiple agencies.
  • Maintains high level of confidentiality.
  • Administers Tribal Member Per Capita check distribution, including planning and coordinating check distribution day.
  • Coordinates with Finance, Tribal Council, & account custodian firm to provide efficient check distribution process.
  • Develops and distributes notice and payment instructions to members.
  • Maintains database for tracking member distributions.
  • Coordinates and accounts for Per Capita deposits into Minors’ accounts, under the age of 18.
  • Identifies and researches all member information for compliance with the Gaming Revenue Allocation Plan.
  • Answers questions and interprets the Gaming Allocation Plan for members.
  • Interprets the statements of account to the membership regarding Per Capita deposits for minors.
  • Adheres to all requirements and procedures set forth in the Member Benefit and Minor’s Trust Ordinances, and the Tribe’s Gaming Revenue Allocation Plan.
  • Maintains Member Benefits and Minor’s Trust accounts.
  • Coordinates monthly withdrawals requests.
  • Processes and approves monthly distribution requests, including data entry and report generation.
  • Maintains updated member account information including beneficiary forms, power of attorney, when appropriate, address changes and Social Security Numbers.
  • Coordinates with outside financial firm to maintain accurate, updated member account balances, including transfers from the Minor’s Trust Fund to the Member Benefit Fund following the member’s 21st birthday.
  • Initiates and maintains filing system necessary to ensure program efficiency and strict protection of client data confidentiality.
  • Reviews and approves all requests from members 18-21 for purchase of a home or to utilize in pursuit of a higher education.
  • Sends out quarterly statements of account to members over the age of 21 and annual statements to members under the age of 21.
  • Coordinates with account custodian firm to make corrections to tax statements.
  • Coordinates payment of minor’s taxes.
  • Provides back-up support for other Finance Department programs.
  • Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • Requires a high school diploma or GED and the equivalent of an Associate’s degree including coursework in accounting principles, benefits administration, or human resources.
  • Requires a minimum of four (4) years of work experience in an increasingly responsible position in a human resources, benefits administration, or accounting position; or closely related field.
  • OR equivalent combination of education, training and experience.
  • Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:

  • Must have the ability to work with angry or disgruntled clients in a cooperative and effective manner.
  • Requires knowledge of accounting principles and practices.
  • Requires knowledge of database software to enter data and run queries and reports.
  • Requires the use of judgment in the analysis of facts and circumstances surrounding individual problems or transactions and in the determination of actions to be taken within the limits of standard and accepted practice.
  • Requires excellent oral and written communication skills.
  • Proven ability to maintain a high degree of confidentiality.
  • Must possess a high degree of detail orientation.
  • Knowledge or ability to quickly obtain knowledge of Tribal policies and ordinances affecting the Member Services Program required.
  • Duties require considerable judgment, analytical and independent decision-making skills in order to work independently and under pressure with little or no guidance.
  • Must have the ability to work with Microsoft Office software, particularly Excel.
  • Ability to operate standard office equipment i.e. personal computer, fax, copier.
  • Knowledge of and sensitivity to Native American culture required. Native America employees preferred.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 20
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.
  • Occasionally works ten hours or longer a day, nights and weekends.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
