Position Summary

Two Environmental Geographic Information Systems (GIS) Analyst II positions are available with the Center for Environmental Management of Military Lands (CEMML). Position 1 has a duty location at Luke AFB (Phoenix, AZ) and also serves Barry M. Goldwater AF Range, and Davis Monthan AFB. Position 2 has a duty location at Writ-Patterson AFB (Dayton, OH). These positions will require travel, up to a week at a time, to supported Air Force Bases. The GIS Analyst will be responsible for the development and maintenance of all environmental GIS data, including incorporating data from disparate sources, applying quality control checks, and standardizing data to the SDSFIE. The GIS Analyst will also provide GIS support to Air Force environmental programs through cartographic support, fulfillment of data requests, and data analysis. This position will routinely engage with Air Force environmental Program Managers and staff across supported bases to collaborate on projects, provide status updates, and present information to small groups.

Essential Job Duties

  • Database Management: Responsible for data development and data maintenance for all environmental GIS data for four U.S. Air Force Bases in accordance with SDSFIE standards.

  • GIS Support and Data Analysis: GIS support including but not limited to cartographic support, data requests, and data analysis.

  • Data Collection: Collection and evaluation of existing spatial and aspatial data from disparate sources, using GPS, rectify aerial photography, and digitize features from imagery.

  • Consultation: Engagement with Air Force environmental Program Managers and staff at all supported bases on a routine basis, including but not limited to reviewing data and providing status updates.

  • Reporting: Responsible for monthly reporting requirements.

Does not supervise.

Conditions of Employment

  • Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance. Furthermore, candidates are required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment by CSU.   • Pre-employment Criminal Background Check (required for all new hires),

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the proposed start date.

  • Must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

  • Must be able to travel (up to 1 week in duration) at least 2 times per year to each remotely located Air Force Base within the area of responsibility.

  • This position may require fieldwork to obtain environmental data, which includes possibly walking long distances in adverse terrain and weather conditions, carrying all necessary supplies and equipment (less than 45lbs).

Minimum Qualifications

  • Minimum of a BS or BA degree(s) in computer science, information technology, geographic information systems, geography, environmental science, or related fields.

  • Three (3) years of demonstrated GIS work experience is required, coursework will not be included.

  • Demonstrated experience in all of the following: environmental-related GIS, Esri’s ArcGIS software, and cartography.

  • Demonstrated work experience applying spatial data standards, data development, and data maintenance.

  • Ability to work both independently and collaboratively, as well as take initiative to resolve issues.

  • Demonstrated superior verbal and written communication skills.

Preferred Qualifications

  • Experience working in highly structured organization

  • Demonstrated knowledge of military instructions, directives, guidance, and environmental regulations and processes

  • Existing National Agency Check with Inquiries (NACI) is highly desired

Demonstrated work experience with the following:

  • U.S. Air Force GeoBase program.

  • Geospatial documentation and metadata.

  • Geospatial Standards including: Spatial Data Standards for Facility, Infrastructure, and Environment (SDSFIE), and International Organization Standardization (ISO) or Federal Geographic Data Committee (FGDC) standards.

  • Disseminating information to stakeholders and public or private entities.

  • Field data collection methods including using GPS equipment and post-processing of data.
