Position Summary:

This full-time, temporary appointment is for a qualified Regional Biosecurity Plan (RBP) Technician position with CEMML and duty-stationed on Guam in compliance with the U.S. Fish & Wildlife Service Mariana Islands Training and Testing Biological Opinion of 2015 and the Navy-funded Project Statement of Work that implement regional biosecurity measures to prevent introduction and promote control and management of invasive species.

The RBP Technician will support the implementation of the Biosecurity Plan by conducting early detection surveys for various species, helping manage invasive insects and plants, inspecting military cargo for biosecurity compliance, recording field data, and operating power tools for vegetation and pest control tasks.

There will likely be opportunities to assist with other ecological tasks, including surveys for endangered species and rapid response to biosecurity issues.

This is a temporary appointment (not to exceed 12 months) and will be physically located in Guam. This position is contingent upon funding.

Essential Job Duties:

  • Conduct biosecurity inspections on Naval Base Guam, Andersen Air Force Base, Marine Corps Base Camp Blaz, and associated JRM training areas.

  • Work closely with CEMML’s Biosecurity Coordinator to create, maintain, and monitor biosecurity project plans to ensure biosecurity standards are upheld.

  • Assess and communicate biosecurity project risks and issues and provide solutions where applicable. Escalate issues to appropriate internal resources when applicable.

  • Assist with conducting baseline and long-term monitoring surveys (EDS) of invasive species within the JRM AOR.

  • Identify, classify, and monitor native and non-native plant and animal species on Guam and the CNMI; identify arthropod pest species, take photographs, and collect specimens (if necessary) for further identification.

  • Participate in invasive species control and interdiction

  • CRB monitoring and trap maintenance, breeding site surveys

  • Regularly and routinely communicate via in-person meetings and provide progress updates to the Biosecurity Coordinator/Lead Botanist on tasks completed.

  • Responsible for care and maintenance of field equipment.

    Conditions of Employment:

    • Pre-employment Criminal Background Check (required for new hires)

    • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

    • Must be willing to submit for NACI background check to obtain a DoD Defense Biometric Identification System (DBIDS) card.

    • The successful candidate must be legally authorized to work in the U.S. by proposed start date; the department will not provide visa sponsorship for this position.

    • Must be able to deploy from Guam to locations in the Commonwealth of the Northern Mariana Islands (CNMI), sometimes on short notice.

    • Must be capable of walking several consecutive miles carrying gear of up to 30 pounds and performing light manual labor in a hot tropical environment, often under windy/rainy conditions and on uneven terrain. Work is often conducted on hot, paved surfaces with little shade available.

    • Must be able to take photographs and collect samples of plants, insects, and animals for identification.

    Supervision:

    This position has no supervisory duties.

    Minimum Education:

    Must have a minimum of a high school diploma, GED or equivalent.

    Minimum Experience:

    • Minimum of 12 months of professional work experience with landscaping, agriculture, invasive species-control, or natural resources. Experience needs to be well-documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.

    • Training or experience conducting fieldwork and accurately recording, entering, and proofing data.

    • Training or experience using field data collection applications on smartphones, data tablets, and/or GPS units.

    Preferred Experience:

    • Experience working in the Pacific or other island ecosystems focusing on plants, arthropods, reptiles, amphibians, small mammals, or gastropods.

    • One or more years of professional experience conducting invasive species management utilizing chemical, cultural, biological and/or mechanical control techniques.

    • Possession of Guam CORE pesticide applicator’s license, or equivalent qualifications from other U.S. States.

    • Experience operating and maintaining power tools and field equipment in varied environmental conditions.

    • Ability to take photographs and collect samples of plants, insects, and animals for identification.

    • Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, organizations, military personnel, and other associated individuals.

    • Experience and familiarity working with active-duty military units or in the military environment or other highly structured organization.

    • Familiar with DoD/Navy environmental, biosecurity, and safety regulations.

    Salary Range

    $40-000 - $47,500
