| Description of Work Unit | CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. | Position Summary | A MILCON and SRM Program Manager Engineer position is available with Colorado State University’s Center for Environmental Management of Military Lands (CEMML). This position will provide program management and engineering technical expertise to the Air National Guard Readiness Center (ANGRC) Installation Division at Joint Base Andrews, Maryland. The ANGRC provides world-class project management support and technical engineering expertise to installation engineers. The Installation Division manages and executes a multi-million-dollar design and construction program for all Air National Guard (ANG) installations. The role is deeply embedded in the strategic and operational aspects of military infrastructure, focusing on the management and execution of large-scale construction and modernization projects across ANG installations. At its core, the position is about leadership and oversight. The selected candidates will act as General Engineers, serving as Major Command Program Managers responsible for guiding Military Construction (MILCON) and Facilities, Restoration, and Modernization (FSRM) programs. Their mission is to ensure that construction projects are not only completed on time and within budget but also align with the policies and strategic goals of the National Guard Bureau (NGB). Major responsibilities include:
Beyond technical expertise, the position demands a strong grasp of the ANG and NGB organizational structures. The engineers will be called upon to offer broad program support, often outside the scope of traditional engineering tasks. This requires not only a deep understanding of long-term facility planning and installation management but also the ability to navigate complex bureaucratic systems and communicate effectively with a wide range of stakeholders. While the position offers flexibility in terms of work location, with hybrid or fully remote arrangements possible, preference will be given to candidates who can regularly report to the ANGRC in Maryland. Relocation expenses are not available. Position is contingent on funds. |
