CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. Joint Base Andrews, MD
This position will be based at the Air National Guard Readiness Center (ANGRC) on Joint Base Andrews, Maryland. This position has hybrid or full remote potential, but preference will be given to candidates who are able to regularly report to the ANGRC at Joint Base Andrews, Maryland. Relocation expenses are not available.
Position Summary
A MILCON and SRM Program Manager Engineer position is available with Colorado State University’s Center for Environmental Management of Military Lands (CEMML). This position will provide program management and engineering technical expertise to the Air National Guard Readiness Center (ANGRC) Installation Division at Joint Base Andrews, Maryland. The ANGRC provides world-class project management support and technical engineering expertise to installation engineers. The Installation Division manages and executes a multi-million-dollar design and construction program for all Air National Guard (ANG) installations. The role is deeply embedded in the strategic and operational aspects of military infrastructure, focusing on the management and execution of large-scale construction and modernization projects across ANG installations.

At its core, the position is about leadership and oversight. The selected candidates will act as General Engineers, serving as Major Command Program Managers responsible for guiding Military Construction (MILCON) and Facilities, Restoration, and Modernization (FSRM) programs. Their mission is to ensure that construction projects are not only completed on time and within budget but also align with the policies and strategic goals of the National Guard Bureau (NGB).

Major responsibilities include:
  • Maintain understanding of and advocates Command design and execution goals and policies.
  • Provide planning, design, construction, and funding guidance and oversight.
  • Develop and advocates improvements to NGB design and construction policy and standards for all types of facility projects utilizing formal engineering education, experiences, and engineering technical expertise.
  • Conduct construction Project Functional Review and Approval and Technical Consultation by providing program management guidance and evaluates design submittals for functional compliance with ANG design and construction policies.
  • Perform Economic, Project Proposal, and Construction Contract oddification Analysis by conducting economic analysis of project concept to determine the feasibility of facility renovations versus new construction to meet facility requirements on bases.

Beyond technical expertise, the position demands a strong grasp of the ANG and NGB organizational structures. The engineers will be called upon to offer broad program support, often outside the scope of traditional engineering tasks. This requires not only a deep understanding of long-term facility planning and installation management but also the ability to navigate complex bureaucratic systems and communicate effectively with a wide range of stakeholders.

While the position offers flexibility in terms of work location, with hybrid or fully remote arrangements possible, preference will be given to candidates who can regularly report to the ANGRC in Maryland. Relocation expenses are not available. Position is contingent on funds.
Required Job Qualifications
  • Bachelor’s degree in engineering.
  • Professional engineering experience in facility design, construction, or project management.
  • Demonstrated knowledge of Military Construction (MILCON) and Facilities Sustainment, Restoration, and Modernization (FSRM) programs.
  • Experience with federal and DoD construction standards, codes, and regulations.
  • Experience conducting technical reviews of engineering design submittals for compliance with policy and functional requirements.
  • Experience with economic analyses to evaluate renovation vs. new construction feasibility.
  • Experience in construction project planning, budgeting, and execution.
  • Knowledge of contracting regulations and procedures.
  • Experience managing multiple projects at various stages of development.
  • Experience using engineering software and computer graphic systems for reporting and presentations.
  • Experience using analytical, organizational, and communication skills.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
  • Must be able to obtain and maintain DoD “Secret”, Confidential”, or “L” level security clearance.
  • Must possess and maintain a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
Preferred Job Qualifications
  • Professional Engineer (PE) license or equivalent certification.
  • At least five years’ experience managing Air National Guard or Air Force design and construction projects.
  • Experience with Air National Guard (ANG) design and construction policies.
  • Experience coordinating with multiple agencies and stakeholders in a federal or military environment.
  • Experience advocating policy improvements and influencing engineering standards.
  • Experience preparing and delivering technical briefings to senior leadership.
  • Experience with DoD planning, programming, and budgeting systems (PPBS).
  • Experience with modification of construction contracts and managing change orders.
  • Experience leading or mentor junior engineers or project staff.
