Description of Work Unit
The Campus Planning work unit exists to provide an integrated, holistic, inclusive, and strategic outline for the long-term direction of CSU’s physical and built environment, which aligns with and enhances the mission, vision, and goals of Colorado State University. It ensures the highest and best use of the built environment and land in a sustainable and resilient manner to meet CSU’s mission. This includes but is not limited to myriad technical and A/E elements such as land use, program and development planning strategy, spatial and asset utilization, mapping, archiving, etc. amongst others.
Position Summary
This position exists to manage and maintain the university’s geospatial data infrastructure, ensuring data quality and accessibility. The position provides professional GIS expertise by leading GIS projects, and developing advanced analytical techniques. The position also provides GIS expertise and support to other departments or external clients as and if needed.
GIS is an organized collection of computer hardware, software, spatial databases, and personnel, designed to efficiently capture, store, update, manipulate, analyze, and display all form of geographically referenced information.
Required Job Qualifications
  • Bachelor’s Degree in GIS, Geography, Natural Resources, Agriculture, Economics, Urban Planning and Geographic Analysis or closely related field.
  • Four years of focused work experience as a GIS Manager/Analyst
Preferred Job Qualifications
  • Good written, verbal and listening skills; Ability to communicate to a broad audience that may be outside of occupational discipline.
  • GIS experience in a campus or higher Ed environment
  • Experience working with Architectural/Engineering groups such as planning, design and construction.
Essential Duties
Job Duty Category Manage and maintain the GIS infrastructure for the university.
Duty/Responsibility
  • Determine the best use of GIS to analyze CSU’s built environment assets to aid the campus planning unit in strategic master planning. Determine gaps and identify areas of opportunity to further analyze for best use of university assets. Reach out to university partners if needed to coalesce this information for planning. (e.g. identify traffic patterns across campus for safety, water usage for irrigation, etc.)
  • Develop, design and implement GIS projects across campus for effective planning, incorporating land and other University assets utilizing best practices, GIS principles and theory.
  • Manage data collection of assets (such as utility, locations of fire hydrants, etc.) to incorporate into the overall university GIS infrastructure.
  • Manage addressing for all CSU properties / bldgs.
  • Manage the interactive map for CSU: vendor, contract and content.
  • Create and maintain meta-data as it pertains to outputs and data that the university and department curates.
  • Analyze data and provide that information to stakeholders for problem solving – e.g. type of irrigation water usage for sustainability across campus, emergency response gaps in items like fire hydrants, Knox boxes, etc.
  • Identify information gaps, and determine how to fill them by researching, sourcing, compiling and integrating data from numerous and varied sources as needed; develop coding structures, and documentation procedures.
  • Complete spatial and statistical analysis of existing and potential resources and their uses in support of planning efforts.
  • Design outputs that are clear, understandable and delivers the intended message.
  • Create reports and maps as needed by the unit and the University.
  • Coordinate with team members to resolve data conflicts and ensure quality and accuracy of data as they are documented.

Duty/Responsibility
  • Responsible for the maintenance and development of geospatial relational databases.
  • Identify gaps in information and oversee/ manage data collection to fill in the gaps.
  • Find planning solutions using GIS industry standards and best practices.
  • Automate updating, error checking, mapping, and conversion of data.
  • Coordinate with team members to resolve data conflicts and ensure quality and accuracy of data.

Duty/Responsibility
  • Recommend upgrades to hardware and software.
  • Continue to build and promote the use of GIS capabilities beyond just cartography.
  • Ensure that procedures are being implemented correctly, and train users to operate developed systems.
  • Act as work leader across campus as and when needed by conducting training for data collection, mapping, etc. and reviewing completed work assignments if needed.
  • Develop presentation and mapping graphics to aid with university wide events such as commencement, move-in, property ownership, maps with bldg. names and addresses, etc.
  • Provide input for strategic planning.

  • Coordinates and provides GIS expertise with internal and external stakeholders as and when needed – CSU emergency response, transportation, communications, utilities, city and county, STRATA, etc.
  • Produces mapping graphics when needed – eg commencement maps, move-in maps, etc.
  • Generates yearly reports to aid other units in their business processes (eg utilities (storm water imperviousness to help with storm water billing allocations).
  • Supports the CSU Trees geodatabase for field data collection, mapping, and reporting needs.
  • Partakes and sits on committees as called upon.
  • Works as part of the Campus Planning team to coordinate and help on Master Planning, Space utilization, Archiving, mapping efforts as necessary for the team to work a a new and cohesive unit.
  • Other duties as assigned.
