The GIS Program Manager will lead the development and implementation of CFSC’s inaugural GIS team. The GIS Program Manager is responsible for developing and implementing a long-term plan for tracking and analyzing data collected by CFSC and local partners related to wildfire mitigation, education, and community capacity. The GIS Program Manager will develop a data management plan and build out a comprehensive database, in coordination with state and federal partners. The GIS Program Manager will also support the development of metrics for CFSC’s programs as well as analysis and tracking of the metrics for the purpose of program evaluation, in addition to developing visualizations of the data for stakeholder dissemination. The GIS Program Manager will be responsible for developing the policies and procedures to govern the new GIS Team, as well as managing staff within the team.
This position is grant-funded. This position is eligible for a telework arrangement but applicants must reside in California. An occasional presence in the Sacramento Office and the ability to travel for in-person meetings and events are required. Reliable transportation is required, including to remote locations.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed below are representative of the GIS Program Manager and are not all-inclusive. Other duties may be assigned. Under general supervision, the GIS Program Manager shall:
Geospatial Data Collection and Analysis (30%)
- In coordination with the Programs, Communications, and Development teams, develops a long-term plan for the collection, maintenance, and analysis of geospatial data collected by CFSC and local partners
- Designs, implements, and maintains a comprehensive geospatial data hub to host CFSC’s data, including fuels treatments, parcel-level mitigation, educational efforts, and community capacity.
- In coordination with the Leadership team and program staff, develops and tracks key metrics on CFSC’s wildfire mitigation efforts and programs
- Analyses wildfire mitigation data for program evaluation purposes
Leadership and Management (25%)
- Develops the policies and procedures to govern the new GIS team
- Hires, mentors, trains, and manages staff within the team to support CFSC’s goals
- Conducts performance reviews and performance management to ensure a high standard of performance for team members
- Participates in organizational policy development, strategic planning, and organizational governance as appropriate
Reporting and Communications (20%)
- Creates and maintains visualizations of CFSC’s key metrics and data for dissemination to the public and other stakeholders to ensure CFSC is collecting transferable and supportive data in line with best practice.
- Represents CFSC at conferences and other events to both technical and nontechnical audience.
- Develops reports for internal and external use.
- Leads the development and delivery of training to CFSC stakeholders for basic GIS skills and consistent data collection.
- Develops positive relationships with key federal, state, and private stakeholders
- Represents CFSC at various task forces and working groups related to data management and metrics.
- Travels to project sites to collect data, sometimes to remote locations.
- Maintains the confidentiality and security of CFSC’s data
Project Management (20%)
- Develops goals and metrics for the GIS team
- Oversees the program budgets and manages the program scope, schedule, budget, and technical performance of the programs.
- Effectively manages funds, personnel, production standards, and resources (equipment, contracts, and facilities) and ensures quality and timely delivery of all contractual items
- Coordinates across departments to ensure alignment of programs with other ongoing efforts
- Manages contractors to advance the goals of the program
- May be required to assist with the development of public and private funding applications to support ongoing program delivery
- Manage the GIS licenses and provides guidance to internal users on the Esri software.
- Provides a high level of technical support, analytical skills and services to identify, communicate and resolve system issues.
Other duties as assigned (5%)
- Contribute to additional projects or tasks as needed to support the organization’s financial, business, administration, grant management, or other operations as requested.
SUPERVISORY RESPONSIBILITIES: Directly supervises employees in the GIS team. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE: Master’s degree or PhD from a relevant field; plus 5-8 years of experience; or equivalent combination of education and experience.
COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge of Internet software and the Microsoft Office Suite of products. Knowledge of basic office equipment should include: Internet and email, copy and fax machines, postage meter and telephone. The incumbent must demonstrate mastery of geospatial software and the ability to conduct complex geospatial analyses.
OTHER SKILLS AND ABILITIES:
- Advanced knowledge and skills in geospatial data collection, analysis, and visualization
- Mastery of the ESRI platform
- Experience managing geospatial data, with tasks such as data conversion and transformation, GIS data editing, quality control, metadata management, and/or creating maps to defined specifications
- Ability to develop and maintain geospatial databases in line with best practices
- Ability to digitize legacy data
- Ability to develop GIS automation routines (scripting, modeled, add-ins, etc.) for complex geospatial data processing and/or mapping tasks
- Familiarity with loss avoidance methodologies for analyzing the effectiveness of interventions
- Experience leading technical projects, with tasks involving budget monitoring, task delegation, and task prioritization
- Ability to communicate complex analytical and scientific processes, results and recommendations to internal and external stakeholders, including both technical and non-technical audiences
- Ability to manage technical staff
- Advanced project management capabilities
- Strong communications and writing skills
- Regular, predictable attendance is required
- Ability to get along and work effectively with others
- Access to reliable transportation, including to remote locations
COMPENSATION: Annual salary range is $95,000-$110,000, depending on experience.
