Job Overview

The Supply Chain Compliance & Subcontract Lead is responsible for ensuring that all supply chain and subcontracting activities comply with applicable regulations, internal policies, and customer requirements while leading complex subcontract strategies and execution. The role partners with legal, contracts, quality, program management, and operations to manage risk, drive supplier performance, and support program objectives across the lifecycle from proposal through closeout.

Essential Functions

  • Lead development, negotiation, award, administration, and closeout of complex subcontracts in support of multiple programs (development, production, and sustainment).
  • Ensure compliance with FAR/DFARS, company policies, customer flow-downs, export controls, and other regulatory requirements across all subcontracting and purchasing activities.
  • Interpret prime contract terms and conditions and flow relevant clauses, specifications, and wage or regulatory determinations to suppliers at all tiers.
  • Establish and maintain subcontract files, documentation, and approvals in accordance with internal procedures, CPSR expectations, and audit requirements.
  • Perform price and cost analyses, support proposal development, and prepare compliant subcontract RFPs, evaluation criteria, and negotiation strategies.
  • Lead or support supplier risk assessments covering cost, schedule, performance, quality, and compliance; develop and track mitigation plans.
  • Monitor supplier performance to contractual requirements, including on-time delivery, quality, and technical performance; drive corrective actions and continuous improvement.
  • Coordinate with legal, contracts, finance, planning, quality, engineering, and program management to resolve issues and align subcontract strategies with program needs.
  • Support or lead internal and external audits, CPSR preparations, site visits, and compliance reviews of subcontractors, including documentation and corrective action follow-up.
  • Develop and maintain supply chain and subcontracting procedures, standard work, and training materials to strengthen compliance and governance.
  • Prepare and present reports on subcontract status, key risks, compliance metrics, and supplier performance to program and functional leadership.
  • Provide coaching and day-to-day guidance to buyers / subcontracts staff on compliant procurement practices and complex negotiations.
  • Perform other duties as required.

Qualifications and Competencies

  • Strong working knowledge of FAR/DFARS, government contract types, and customer flow-down management.
  • Familiarity with ITAR/EAR, cybersecurity requirements for suppliers (e.g., NIST/CMMC), and quality standards (e.g., AS9100).
  • Demonstrated experience leading complex subcontract negotiations, price/cost analysis, and subcontract administration across multiple programs.
  • Proficiency with ERP/MRP and procurement systems and strong skills in Excel and data analysis tools.
  • Excellent communication, influencing, and relationship-building skills with internal stakeholders and suppliers.
  • Ability to manage multiple priorities, work independently, and exercise sound judgment in a fast-paced, matrixed environment.

Education / Certifications

  • Bachelor’s degree in Supply Chain, Business, Engineering, or related field; advanced degree preferred.
  • Professional certifications (e.g. CPSM, CFCM) preferred.

Experience

  • 7–10+ years of progressive experience in supply chain, subcontracts, or procurement, with significant experience in government/defense contracting.
  • Experience in aerospace, defense, or other highly regulated industries.
  • Experienced in Procurement / Subcontract package audits.
  • Prior leadership or team-lead experience in a supply chain or subcontracts organization.
  • Experience in developing and delivering training that ensures compliance.
  • Experience with supply chain compliance, audits, and controls (e.g., CPSR, internal audits, customer reviews).

Security Clearance

  • Ability to obtain/maintain a Top Secret/SCI DoD clearance, U.S. Citizenship required.
